1.0 RISK MANAGEMENT PLAN DEVELOPMENT METHODOLOGY
1.1. General
It is crucial that sound management of fire risk is achieved trough appropriately developed
“Risk Management Plans”. The main objective of a fire risk management plan would be to:
Minimise the number of fire starts
Extinguish any fire before it becomes threatening
Enable occupants to escape the effects of a fire
ISO 31000 states that a Risk Management process would comprise the following stages:
1. Establish the context
2. Identify risks
3. Analyse risks
4. Evaluate risks
5. Treat risks
Figure 1 illustrates these stages

1.2. Risk Management Strategy Specifications

The main risk management strategy will be to introduce fire protection systems through a staged building systems refurbishment process which will progressively minimise the risk. It is aimed that automatic suppression systems are gradually extended to all areas that they are not provided at present.

The main criteria are to ensure that occupants on each level are provided with systems that will enable them to:

become aware of any fire related emergency within the shortest possible period of time;

 initiate their evacuation;

have access to immediately available exits in near vicinity; and

have access to tools that can control or extinguish fires at the very early stages following ignition (ie hand held extinguishers).

2.0 MANAGEMENT OF FIRE SAFETY

2.1. General

As stated previously, the main risk management strategy will be to introduce fire protection systems through a staged building systems refurbishment process which will progressively minimise the risk.

2.2. Minimising Fire Starts and Fire Development
2.2.1. Establish and communicate “hot work” procedures

These procedures must be documented and communicated. All workers undertaking cutting, welding, or other hot work must:

remove or cover combustibles below or adjacent to the hot working area

carry a functional portable extinguisher

be trained in the use of extinguishers

“sign on” before work is started and “sign off” after completion

Understand penalties for non compliance
