Introduction:
Residential construction in NSW and particularly Western Sydney is currently seeing an explosion in new growth of building construction. This is thanks to the NSW’s Government and The Growth Centres Commission legislation to facilitate the increased density and new residential targets for growth – named the State Environmental Planning Policy (Sydney Region Growth Centres) 2006. Despite this policy providing the planning framework for increased residential densities, infrastructure, and zoning requirements, it has been the requirement of Local Councils to ensure that development is undertaken in accordance to their specific aims & objectives.
The aim of this Assignment is to investigate the new proposed Western Sydney Aerotropolis. An exciting new development around Sydney’s new Airport, for which construction has already started. The Aerotropolis is divided into 6 precincts. As a group you need to select one area and concentrate on it. There are many documents on the web & YouTube videos for you to consult.
I suggest you chose a precinct that has more of an environmental aspect to it. Also, South Creek which runs through this whole area is prone to flooding. There is to be no building in the 100 Average Recurrence Intervals (ARI) flood zone areas.
The aim of this Major Assn is to focus on Civil Construction. Projects that require major earthworks and associated earthworks machinery to achieve the desired outcome are to be considered. Your group choses the Precinct as listed above and then chose what civil works will enhance the chosen area. These civil works need to be within the capacity of your group. You are not to choose a new rail link between the airport and Parramatta station. That proposal extends outside your precinct.
Your chosen civil works is limited and must be contained within the chosen precinct. South Creek could be focused on to limit the extent of flooding but not to the extent of rerouting South Creek. This is a Major Assn not a mini- thesis. A suggested limit is 5000 wds. There are more suggestions towards the end of this description.
Your group is look for any deficiencies, restrictions or other possible poor designs within the precinct, which your group thinks, could be improved on. This then would be the basis of your assignment, i.e. determining a better solution to what you have observed or what is proposed as discovered on the Web.
Please do not approach the developers directly as the Web will give you enough details. We do encourage your group to search the web looking for deficiencies in the published proposals, all civil in nature, that the proposals lack, that your group could enhance. We are not asking you to redesign the precinct but looking for major Civil area that possibly has been overlooked that would enhance the development. This subject and assignment are focusing on Civil works which requires major earthworks and earth works machinery.
Here is the list of possible Civil Works, for which major earthworks is required, for your consideration, that could be omissions in the chosen precinct. Please note you are not building these projects, just completing the required earthworks, so others can build the project itself. This list is not in any order.
A pedestrian underpass or bridge, with appropriate footings, at a major road/ rail interchange.
A two Lane, car tunnel at an appropriate location, to alleviate major anticipated traffic congestion.
A sediment pond with a 6,000,000 L capacity. Research existing sediment ponds at other locations.
A grassed amphitheatre with suitable stage area, approximately 25 m by 10 m, which stage area is at least 3 m below ground level to accommodate the grassed amphitheatre surrounding it, seating say 600 people.
Excavation for an Olympic sized swimming pool, with eight lanes.
A ‘T’ way interchange suitably sized for a population of 10,000 people.
A recreational area, with a concrete skateboard, a cycle way, and exercise areas, for community use.
Underground car parking area adjacent to the shopping centre or say a retirement village with the dimensions of approx. 60 m by 20 m by 4 m deep, suitable for parking 30 cars.
Excavation work for the water treatment plant, (grey water recycling), suitable for a population of 10,000 people.
You are not restricted to these 9 areas above. Rather these 9 ideas are starters to get your group exploring ideas that may be omissions in the current proposed precincts. In choosing a project at your chosen location keep in mind Ecological Sustainable Development (ESD) is required in all projects.
