Scenario:

The client partnership by the British College of Applied Studies (BCAS) and the University of Wolverhampton (UoW) have engaged the services of a design and costing practice “build. Pvt Ltd” who has gained planning permission to demolish the existing football pavilion and build a new, innovative and sustainable pavilion, namely “BCAS Pavillion” on the same location as the previous existing pavilion.

The demolition works package has already been sublet to “DigDeep Pvt Ltd” specialized demolition contractor and the work will be completed by the end of January 2020. The new build is expected to be ready for tender submission on 25th November 2019 and the appointment of the Principal Contractor, who will commence works on site on 17th March 2020.

This project is situated near Central Wolverhampton, West Midlands, England and it is proposed to occupy the building on 21st October 2020. The form of the contract is to be the JCT Standard Form of Building Contract with Quantities 2016. The location factor for Wolverhampton is 0.98 according to BCIS data.


Cricket Club Specification :
Foundations:

New foundation; to all external elevations and the wall between the dining room and kitchen to comprise of in-situ concrete C25/30  minimum thickness of  200 mm and minimum width  750 mm. Minimum depth 950 mm as per borehole log report No 6723 and to the approval of the building officer.
New foundations to internal walls; to comprise of in-situ concrete C25/30 minimum thickness of 200 mm and minimum width 400 mm and to a depth of 750 mm

Foundation Walls:
Below DPC; 7N concrete blocks to the inner and outercourse including 100mm concrete cavity infill and  5 ties per m2 to a level of 75mm below GL. Finished with semi engineering bricks to the top of the blocks at to the Horizontal DPC line as shown on the drawing in (1/4) cement mortar and bucket handle jointing. Except for Internal foundation walling, to be 100mm cavity, in 7N concrete blocks from HDPC level.

Floor Finish -General:
75mm screed on 100mm rigid sheet thermal insulation on 100mm grade C25 concrete on 1200g grade DPM, on 20mm thick Granolithic green Concrete.

Floor finish - Dining room:
22mm wrought softwood tongue and grooved floor boarding on 150x 50 mm pressure impregnated with preservative grade C16 floor joists supported by joist hangers and dwarf walling with softwood skirting and gloss paint finish. 

Decking to the front porch area 
150 x 50 mm pressure impregnated with preservative grade C16 floor joists supported by joist hangers and dwarf walling which has been costed by the subcontractor at £340/m2

Stairs:
Precast concrete with mild steel balustrade and handrails to the kitchen entrance. Timber ramping to front porch entrance & Timber stairs to the front porch.

Windows/Doors: 
Main Door -
Purpose made grey colored triple glazed PVCu doors and frames with safety glazing and brass effect handles. 
General External door - Purpose made triple glazed PVCu window frames with trickle ventilation to match door design.
Changing room doors - medium-duty softwood - grain effect, Single leaf, 810 mm wide.  
Dining room/kitchen, dining room toilet doors - 30min fire-resistant door with self-closing and mortice locks with brass handles


Ceilings:
50 x 50mm battens and counter battens mechanically fixed to the soffit of the upper floor and finished with 12.50mm thick plasterboard and 3mm thick skim coat. 

Roof construction: 
Pitched; Tudor clay pantiles with dry verge, hip and ridge fixings on 50 x 25 tanalized softwood battens on Tyvek super felt on purpose made trusses at centers not exceeding 600 c/c. bracing to trusses to be 100 x 25mm SWD. Wallplates 100 x 50 to be strapped to the blockwork with 30 x 5 galvanized mild steel straps at centers not exceeding 2000 mm. 175 x 20 Pvcu fascia and 9 the uPVC soffit boarding. The pitched roof and tiling overhang the brickwork by 300mm.

Services: 
Provisions for sanitary installations and fittings, water supply, HVAC & electric supply to be as practiced within the industry standards, assumed as appropriate and estimated accordingly.  

ICT data cabling to be provided with the hub in the storeroom at a high level and cabling/sockets/outlets to the perimeter of the dining room and kit/dining room wall.


TASKS:
1a:
Produce an essay using at least six sources of research literature on the comparison of elemental cost estimating and approximate estimating as required and detailed within the RICS New rules of measurement, Order of cost estimating and cost planning for capital building works (NRM1 2nd Ed) and the RIBA Plan of Works 2013.

1b: Concerning the attached drawings, manually (handwritten or spreadsheet) measure, quantify and cost (using approximate quants), (using Spons price book –adjusted rates) the following main items;

Foundations, ground floor slab, suspended timber ground floor, External walling, internal partitions, external doors and windows, internal doors and w/c cubicles, pitched roof structure and covering flat roof structure and covering, wall, ceiling and floor finishes (plasterboard dotted on/plasterboard screwed on/screed to concrete floor, painting to walls and ceilings, sanitary appliances and fittings.

Services such as plumbing, gas, electric, fire, etc can be costed using the GIFA and appropriate rate for the service being costed.
Mains service connections are
•Water mains reconnection of supply £5,000, with the digging of 30m trench undertaken by sub-contractor.
•Gas mains reconnection £2,300.
•Electricity mains connection £2,450.

Preliminaries to be costed at 11% of all work.

Element 8.1 – 8.5 (site works) have been costed by the subcontractors with the following costs being applied –  (element 8.1 £8,000), (8.2 £10,500), (8.3 £15,000), (8.4 £6,500), (8.5 £1,200)

The finished cost estimate should be presented to the client in a professional format and include a summary of the final cost, breakdown of the work item costings and what economic adjustments have been allowed and their calculation. Building elements should be in accord with the NRM1 cost estimate report.

The NRM1 Spreadsheet should be used and can be found within the coursework data files folder. 

2a: Using the information given below in Table 1 (overleaf) and the ratios discussed and used in class, calculate for each year the;

i)Current ratio
ii)Acid test ratio
iii)Return on capital employed

2b: Comment on the use of each ratio and the results obtained.

3: build Ltd has several projects, all of which will be completed within the current financial year. 

Before starting the financial year, the contractor estimated that the general head office overheads would be £145,000 and the anticipated annual turnover estimated to be £2,900,000.
