This assessment assesses the following Unit Learning Outcomes (ULOs) and related Graduate Learning Outcomes (GLOs).
Unit learning outcome (ULO)
ULO2: Critically examine the generation of evidence in humanitarian crises, articulate criteria for assessing its quality, and develop a plan for managing ethical considerations related to the collection of evidence
ULO3: Critically evaluate current approaches to assessment, monitoring and evaluation in the humanitarian sector, and develop an evaluation proposal
ULO4: Identify and apply a range of approaches used for engaging communities in the generation and analysis of evidence in humanitarian crises
Purpose
The purpose of the evaluation plan is to demonstrate your ability to develop an approach to assess and evaluate a humanitarian agency’s response to a rapid-onset humanitarian crisis.
Instructions
You are working for an NGO, and have been asked to prepare a plan for an evaluation of the organisation’s response to a rapid-onset humanitarian crisis. You must produce a project evaluation proposal which outlines:
• proposed approach for the evaluation
• methodology and tools to be used
• how you will ensure the involvement of affected communities and other relevant stakeholders
• how you will manage any ethical considerations.
While preparing your proposal, remember that you want the evaluation to result in:
• an assessment of the program’s achievements
• an assessment of the program of work against the OECD-DAC criteria
• the identification of key learnings
• recommendations to improve program effectiveness.
Note that this assessment does not ask you to make the above assessments/identifications/recommendations, because it does not ask you to do an evaluation. You are instead preparing a proposal for how you would do an evaluation. This is similar to a research proposal in some ways – you have not done the project yet, but you’re showing the reader that you have thought out how you would do it and justifying your choices.
Case studies
You may select any rapid-onset crisis that is examined in FutureLearn, or a rapid-onset crisis of your choice (in consultation with teaching staff at least two weeks prior to the due date). Find a specific project from a humanitarian agency to propose to evaluate. You can find these on the humanitarian agency’s websites.
