Imagine you are working for a State Government water authority OR the relevant Commonwealth Government agency involved in water policy. Map out the key stakeholders and devise a strategy for engaging with them to ensure equitable distribution of water.

Human-induced climate change is fast becoming a reality with potentially massive consequences for the way we live, although there continues to be considerable scepticism in some quarters about involving causes, consequences and appropriate actions. Imagine you are a policy officer working in climate policy-related role for the Commonwealth Government, and you have been charged with developing a viable policy for addressing certain climate change-related issues across Australia. Social housing and NIMBY State Governments across Australia have long provided taxpayer-funded housing for highly disadvantaged groups. However, in recent years, declining funds and increasing need have increased the concentration of the most disadvantaged into this housing. In the last two decades, governments have begun to disperse this type of housing rather than concentrating it in ‘housing commission suburbs’. This means that when social housing agencies (non-profit organisations) apply for planning permission to build new social housing, they frequently face stiff opposition from nearby residents who may be concerned by factors such as the impact on property prices. This is often called the NIMBY (not-in-my-backyard) phenomenon. Imagine you are in charge of housing policy for a local government, and there is a social housing planning application on the table. It meets all the local planning criteria. Even if council rejects the planning application, you know it will go to the relevant review tribunal and almost certainly be approved and hence built as is. How will you consult with the local community to build acceptance of this application in their neighbourhood? Map out who the key stakeholders are, and design an engagement strategy to reduce friction in the community.

4. Dealing with toxic waste

In recent years, successive proposals for the disposal of toxic waste near regional towns has met with stiff resistance from the local population. However, such waste continues to build and needs to be dealt with appropriately, safely and fairly. Imagine you are an advisor to the Commonwealth Minister for the Environment. There is a proposal on the table to build a toxic waste dump near ‘Wonderton’ (a fictional town of about 1200 people, in the Mallee district of North Western Victoria). Several proposed sites have been put forward, and this appears to be the most viable. Map out the key stakeholders, both in the town and the wider community, in deciding whether this is an appropriate site. Devise an engagement strategy to assess the appropriateness of the site, and to build community acceptance.  5. A Treaty for New South Wales Imagine that a New South Wales government has determined to pursue a Treaty with the Aboriginal population of the state. You are a senior public servant in Aboriginal Affairs with responsibility for advising the relevant Minister. Your task is to develop an engagement strategy to build support among the indigenous population of the state for this initiative.
