You hold the role of Manager of Airworthiness Compliance in a medium-sized organisation that provides a broad range of airworthiness services to several customers that are engaged in the air transport sector. These customers include businesses engaged in aircraft design, certification, manufacturing and air operations.
Your company has recently been taken over by a large conglomerate that has a long and well established business in another complex, high-reliability, closely regulated industry. This new Board of Directors is very knowledgeable about the regulatory structure of that industry - an industry that has many underlying similarities with the airworthiness business - and so they have an intense focus on compliance and risk management. However these new Directors know nothing about the regulatory framework, structure, concepts and principles that govern airworthiness.
Your Chief Executive Officer (CEO) has asked you to write a briefing paper for this Board to concisely explain the overall international and national airworthiness regulatory framework and general structure; its objectives, the key principles upon which it is based and the embedded concepts that will enable the Board to be assured that compliance will be consistently achieved by your organisation.
The CEO wants a paper of 1300 to 1500 words (this wordcount does not include any references and appendices) and she must have it by 2359 on Sunday 1 April 2018 at the latest. She suggests that you may wish to consider structuring the paper in several sections, with appropriate sub-headings to make the flow of the narrative clearer for the Directors.
The CEO also explains that you may include any especially relevant references (using a normal academic reference standard) but that you should not include too many, bearing in mind that the Directors already have lots of reading to get through. You should especially avoid any extensive references to specific detail that is contained in individual regulations. If you wish to allude to regulations you may use the Australian, European or USA systems, because your company has customers that operate in all these jurisdictions and so you are familiar with all three.
You may use the Harvard, APA or Oxford (Footnote/Bibliography) referencing system, but choose one and stay with it. Note that this includes any (brief) quotations or references to Course Notes, which must be appropriately cited.
