History of Australian Healthcare
In Australia, universal healthcare is a comparatively recent concept. In the 19th century healthcare was largely a personal affair. If you were ill throughout the 1900s and weren’t capable pf paying to see a medical personnel, they were mostly dependent upon ancestral traditional knowledge, the nearest herbalist or chemist, and the generosity of loved ones. The Whitlam government introduced Medibank, the first form of Medicare, in 1975. This took the government too long to enact because the federal opposition, headed by Malcolm Fraser, had previously protested bills relating to its financing.
Following the enactment of legislation by a special parliamentary session on August 7, 1974, Medibank was created on July 1, 1975. The Whitlam government was overthrown so it was in force for a few months.
The recently named Fraser administration reformed Medibank by instituting a
2.5 percent payroll tax to fund it while also offering the alternative of purchasing private health insurance. The tax was higher than the Whitlam administration's proposal, which the Coalition had rejected when it was in opposition.
