The  aim  of  the  Civil  Aviation  Act  (Civil  Aviation  Act  1988)  is  to  establish  a  regulatory  framework  for  maintaining,  enhancing  and  promoting  the  safety  of  civil  aviation,  with  particular  emphasis  on  preventing  aviation  accidents  and incidents (CAA 1988). Regulatory  Reform  has  been  a  feature  of  Australian  Aviation  since  1990. A consistent  driver  of  this  reform, as  identified  in  2014  by  the  Aviation  Safety  Regulation  Review,  is legislative complexity.  

“Given  the increasing intensity of contemporary aviation issues as a  result  of Covid19 and  technological  advances  (eg  Ultra  Long Haul, RPAS,  Urban  Taxis  etc) consider whether the  current regulatory  framework is effectively meeting the act’s self-stated goal of ‘promoting  the safety of civil aviation’ and ‘preventing aviation accidents and incidents’ .” 

In your report you should consider at least three of the 37 recommendations of the Aviation  Safety Regulation Review and discuss the legitimacy of these recommendations, enacted or  otherwise, in meeting  the goal  of  the Act in  2020  and  beyond. The  task  requires in  depth  reading  of  the  Aviation  Safety  Regulation  Review  as  well  as wider reading to  establish  supporting research  for  your  argument.  Tables  and  graphs are recommended wherever  appropriate.
