ASSIGNMENT QUESTIONS
QUESTION 1 [30 MARKS]
Your course discusses the importance, to policymakers, of understanding the policy environment. Referring to (but not limiting yourself to) your course materials and the SABC Editorial Policies Review, discover and describe the various policy environments that face the SABC.
You should cover both the general and the specific environments referred to in your course.
QUESTION 2 [40 MARKS]
The SABC’s editorial policies have been designed to address (among other areas of importance) the following:
i. The needs and desires of the SABC’s audiences; ii. The self-imposed ethical standards of the broadcasting industry; iii. The legal and regulatory instruments that govern the SABC; and iv. The duties set out in South Africa’s constitution.
Firstly, find out exactly what an “editorial policy” is, and define the term.
Then, for each of the four areas listed above, discover and describe a challenge that faces the SABC. After describing the challenge, name an editorial policy that addresses the challenge, and explain how the policy addresses the challenge.

Each policy (on programming, news, language, religious content, and so on) presents a detailed justification for the necessity of the policy. QUESTION 3 [30 MARKS]
Your course discusses the National Planning Commission (NPC) Jam of 2011, which made history as the first mass public policy consultation of its kind held in Africa or the Middle East. If necessary, revisit this part of the course to refresh your understanding of the NPC Jam.
Then explore the SABC’s Editorial Policy Review website (http://web.sabc.co.za/sabc/home/editorialpolicies/thereview), and any other sources of information about the SABC’s policy reviewing process that you can discover.
Having become fully acquainted with both the NPC Jam and the SABC’s Editorial Policy Review, compare and contrast the two initiatives.
Your comparison should include analyses of (but need by no means be limited to):
• The durations of the two initiatives (that is, the hours, days or months allotted to each initiative) [2 marks];
• The inclusivity of the two initiatives, as facilitated by information and communication technologies (see note below) [10 marks];
• The geographical coverage of the two initiatives [2 marks];
• The media coverage received by the two initiatives (and the extent to which the initiatives actively created media coverage for themselves) [4 marks];
• The importance of the two initiatives [8 marks];
• Any lessons that the NPC Jam might hold for the SABC Editorial Policy Review, and or any lessons from the SABC Editorial Policy Review that would have benefitted the NPC Jam [4 marks].
