Major Assignment 1 – Overview
Due to the significant consequences of poor safety practices, occupational health and safety are heavily regulated throughout Australia. However, the benefits of this approach have been profound, with statistics showing a significant reduction in injuries and deaths on construction sites, and consequently in medical and compensation costs to the industry.
However, there is always more that can be done to improve the safety of construction workplaces.
The regulatory framework which underpins the current Occupational Health and Safety environment set out the principles and practices that all workplaces must adhere to. Failure by organisations and individuals to meet these safety standards can result in serious consequences, including large fines and potentially jail terms. It is therefore important that this framework is clearly understood by anyone working in the construction industry.
Major Assignment 1 – Research Report
For this assessment task, students are required to prepare a professional and well-sourced Research Report, which investigates and discusses the regulatory framework, principles and practices of occupational health and safety, as they apply to the construction industry. The report should start with a discussion of the worldwide origins of Occupational Health and Safety, then explain how they came to be applied in Australia, and then through to the safety regimes that exist today. It should also investigate some key legislative issues that exist in health and safety, and how those issues relate to various different parties within the industry in terms of responsibilities and actions.
As a part of this report, students should select one contentious health and safety topic that has been raised in a reliable media source, and research all aspects of the opposing views around the issue. The report should include some statistical references, as well as the student’s own perspective on the issue, based on the research undertaken.
All references used for this research report must be reliable and must be correctly cited in the bibliography of the final report.
Major Assignment 2 – Overview
Construction sites, by their very nature, contain a considerable number of risks and hazards. This is one of the reasons why Worksafe Victoria and the other state and territory health and safety authorities allocate a considerable amount of resources to this industry segment.
In contrast to construction sites, a typical manufacturing workplace environment has OH&S issues which are generally the same from day to day, because the tasks are repetitive, and occur in a controlled environment. On construction sites, this is not the case. The range of tasks undertaken by construction workers is quite diverse, and occurs in environments that are constantly changing, and therefore require constant evaluation. Each construction site also poses a uniquely different set of risks and hazards, through factors such as their location, their surrounds, and the particular environmental conditions that exist at the time.
Safety needs for construction workers, therefore, must be evaluated and dealt with on a project by project basis, and often on a day-to-day basis, as circumstances change. This is generally achieved through the use of hazard identification and risk analysis.
Major Assignment 2 – Safety Planning Report
Your task is to select an operating construction site to use as the basis of an Occupational Health & Safety planning report. The site should preferably be a commercial or industrial site, but a multi-unit residential site is also acceptable. A single house or dual occupancy site will not provide a suitable basis for this task. The site you select can be one that you work with or have access to or may pass regularly on your daily travel. But it is important that you are able to observe activities on the site on a regular basis.
Students should locate their project sites early enough in the semester to allow for multiple site visits. As part of this preparation, students should make contact with the builder, and establish a contact person who is involved directly with the project (Site Foreman or OH&S Representative) in order to observe (and photograph) the site, ask questions about the preplanning which took place prior to commencement in regards to safety, and find out how these plans have been implemented on site.
For your chosen construction site you are required to:
Your formal submission is to be presented in the form of a professionally written report, which would be suitable to be read by the senior management of your company. As such the standard of presentation is very important. Effective use of strategic photographs will help you to illustrate the hazards and risks faced by all people associated with your site. As part of your report, you should also include the background information on your selected project such as the type of building being constructed, the methods of construction being used, details of the builder, approximate cost of the project, and the likely construction duration. You should also include a Site Plan showing the overall site.
In the Appendix of your final report, you should include the Minutes of at least two meetings held by your group, where you have discussed your project in detail, allocated workloads to group members, and noted action items and time frames.
