Circle+ Laundry is a commercial laundry that launders approximately 80 tonnes of laundry (mainly from hospitals) per week. The company currently has approximately 150 employees.
You work at Circle+ Laundry as the newly appointed HR Advisor with some responsibility for Workplace Health and Safety (WHS). Your manager has given you a report produced by an external consultant that details a WHS review that has recently been undertaken at Circle+. The WHS review has discovered the following:
• Employees are unsure of the WHS legislation, regulations and codes of practice that relate to them and their work and what their responsibilities are
• Employees have not received training in the organisation’s WHS policies, procedures and programs for over two years and they are unsure which are current.
• There is no formal mechanism to inform employees of hazards that have been identified in their work area and what is being done to address these hazards.
• There has been no encouragement for work teams to proactively manage work area hazards, and there has been little communication or consultation with employees about WHS issues that have occurred.
• Significant workplace hazards that were identified in the last hazard assessment conducted were:
o Trolley racks to move clothing items don’t often work properly and need replacing.
o There is high reporting of ‘overuse’ injury.

o In the past few years there have been several serious injuries and a significant number of workers compensation claims.
o There have been three separate formal complaints of workplace bullying lodged with HR in the past two years. Many employees are not aware of what constitutes workplace bullying.
o The linoleum in one of the work areas is worn and frayed.
o Electrical cables in Work Area B are exposed and not adequately covered.
o The safety guard on one of the machines is constantly being removed by employees to provide better access to the machine.
• There is no regular, systematic procedure in place to identify, assess and control risks, or to monitor actions and outcomes regarding any reported inadequacies.
• Circle+ currently measures its WHS performance solely by outcome indicators such as injury rates and workers compensation claim costs. These indicators do not provide information on the causes of injuries (only that the injuries themselves have occurred), and they often don’t include information on the type and level of risk. Under-reporting of incidents can also occur due to peer pressure to keep injury rates low.
• WHS records are not systematically maintained and employees are unsure of who is responsible for what and exactly what WHS records must be kept. Much of the current WHS record keeping is paper based. As a result of the WHS review and the injuries and workers compensation claims, the executive management team wants to introduce changes to how the company manages work health and safety (WHS). It wants to:
• Introduce a formal WHS policy for the organisation
• Improve management and employee communication and consultation about WHS
• Expand WHS performance measures to include positive and proactive WHS initiatives and indicators as well as the existing continue measuring and reporting on WHS outcomes
• Focus on preventative workplace activities that can help improve workplace health and safety, lower injury rates, and reduce workers compensation premiums
• Introduce a workplace risk/hazard identification, assessment and control procedure
