Part A – Written Report 1: Industrial relations planning

You are required to write a business report on the connection between the strategic and operational plans and employee relations objectives. Read the Appendix A: Fynntown City Council Case Study. Read and consider the following additional information for Fynntown City Council (FCC): Employee relations objectives The next two years are likely to be years of uncertainty and Councillors had implemented a policy to downsize the organisation’s employee numbers in the short- to medium-term to manage this risk. Since the redundancy program, the workforce numbers have dropped by 20 percent overall, but by 67 percent amongst those with tenure of more than 15 years. As this process happened very rapidly, without adequate process documentation, there has been a significant loss of knowledge within FCC. Consequently, the remaining staff, many of whom have had less than two years’ tenure, are feeling significant levels of stress and absenteeism has tripled in the last four months. Consider the long-term employee relations (ER) objectives. The report must be structured in the following way:
  1. Title page
  2. Executive summary
    • A summary of report contents
  3. Overview
    • Provide an overview of the organisation’s long-term strategic and operational plans, in relation to the employee relations strategies/policies. This should include:
      • an environmental scan of the external and internal environments identifying potential change influences
    • Outline the organisation’s recent employee relations performance and include any recent or current employee relations issues or actions
    • Describe how you plan to work with management in order to develop and adjust policies and procedures
    • An analysis of existing employee relations performance in consideration of its workforce objectives
  4. Performance
    • Outline the ER performance and ER strategy that are in place
    • An analysis of whether the ER strategies are aligned to the organisation’s strategic and operational plan. This should include:
      • an explanation of the link between the organisation’s ER strategies and the strategic and operational plan
      • a review of the strengths and weaknesses of this link
      • 3-4 workplace examples to show evidence of your arguments
    • Identify areas of potential industrial conflict that may arise from the organisation’s long-term plans. This should include:
      • categories of potential conflicts or industrial actions that might occur
  1. Recommendations*
    • Outline recommendations in terms of cost-benefit, risk-analysis and legislative requirements and identify how you would work with the management team to develop plans to mitigate the risks
    • Include a list of the skills and knowledge the management team would need to have to effectively implement these strategies
*Recommendations must be based on your analysis and discussion contained in your report 

Part B – Written Report 2: Business Proposal

You are required to develop an Implementation Strategy to ensure that Employee Relations Plans and Policies are effectively integrated into the FCC Case Study, found at Appendix A. The strategy must be structured in the following way:
  1. Title Page
  2. Executive Summary
    • A summary of strategy contents
  3. Overview
    • Objectives, methodology and timeframes
    • Provide an overview of the organisation’s employee relations strategies/policies
    • Outline the organisation’s skills gaps in relation to the policies
  4. Training
    • Identify training needs based on identified skills gaps
    • Detail training program to be undertaken
  5. Communication Strategy
    • Identify key stakeholders
    • Identify activities required in order to reach agreement on ER strategy with key stakeholder groups
    • Identify communication channels and frequency for each stakeholder group
    • Draft an organisation-wide memo outlining the proposed grievance and conflict management process; requesting feedback within an appropriate timeframe; and identify training available to staff Document procedures for grievance and conflict management
    • Create an email to circulate to employees to communicate the new ER plans and policies, including steps for employees to take should they have any issues with the changes
    • Create a warning letter to give to an employee for non-compliance of the new policies including details of remedial actions that apply
  6. Review Process
    • Identify the review process to be undertaken to measure the success of the ER strategy.
 

Part C – Conduct Training: Conduct a training session

Utilising the training program developed in Part B, Question 4, conduct and video the training session on Conflict Management. You should include an introduction to conflict management, three techniques for managing conflict(including mediation and negotiation techniques) providing a demonstration within the training and an outline of the organisation’s conflict management procedures. Your video recording must meet the following criteria:
  • The recording should be carried out as per the instructions in the Open Colleges ‘Digital Recording Handbook’ found on OpenSpace.
  • The video length should be no longer than 10 minutes.
  • This training session must have at least two attendees.
