Task: Background ‘Markets are everywhere. Poor women and men engage with them every day as producers, traders, service providers, employees and consumers. Many have the energy and enterprise to succeed, but the dice are loaded against them. (Christian Aid, 2017). A high proportion of agricultural labour in sub-Saharan Africa is female, however they are underrepresented in terms of governance and decision making within the agricultural market. There are many cultural and systemic barriers to ensuring that women can fully participate in agricultural production however, this not only has an impact on the individual but also limits agricultural growth and the establishment of fair and sustainable markets that can support local and national economies and reduce the number of people living in poverty. On January 1 st 2016 the UN launched the ‘2030 Agenda for Sustainable Development’. This has a number of goals which include, achieving gender equality and empowerment for all women and girls, the reduction of inequality within and among countries and ensuring sustainable consumption and production patterns’ (UN, 2016). As a response to this a number of UK charities are looking at programmes that support these goals. Burundi is a small land locked country with an economy dominated by subsistence agriculture and has been plagued with tensions between the two dominant ethnic groups, the Tutsi and the Hutu and is struggling to emerge from a 12 year civil war. Life expectancy is low however there has been a rapid growth in population which has resulted in shrinking farm sizes. Furthermore a large number of men were lost during the conflict and there is a high rate of HIV and AIDS infection and this has resulted in ‘many poor and fragile female-headed households’ (New Agriculturalist, nd) The Brief You are a project co-ordinator for a UK based charity. You are tasked with developing three possible project proposals to present to the Charity Executive that would support and enable women out of poverty by economic development in Burundi. You are then required to conduct a critical appraisal of the options you have identified and make a recommendation in terms of your preferred project proposal. Once you have identified your preferred option you are then required to develop a high level Project Plan or a Project Initiation Document (PID) for your chosen project. The budget has been agreed as £500,000 and the project should last no longer than 3 years in duration. There are a number of potential approaches you can take to the brief by proposing large scale projects or a number of smaller integrated projects. The proposal must be realistic (no unicorns here) within the timeframe and budget as stated.
