The first assignment aims to assess your knowledge and skills in data warehouse design and modern networking technologies, in the context of a real-world setting. As we have discovered in lectures and related reading, the design phase is crucial for the effective use of a warehouse and modern networks for analytics and AI strategy.
Melbourne City Council, the local government authority for central Melbourne and the surrounding suburbs, is exploring opportunities and challenges of implementing “Smart City” infrastructure and technologies for effective delivery of facilities and services, as well as efficient management processes.
Having been in local government for the past 30 years, the CEO of the Council is confident that large volumes of data accumulated in operational systems can be capitalised towards the foundations of a “Smart City” analytics infrastructure. She is keen to implement an organisation-wide data warehousing solution to explore this potential. She has approached an analytics consultancy firm to start on this project. The business requirements analysis and feasibility study were completed on a positive note. You have been recruited as the dimensional model specialist to complete the data warehouse design phase.
During the first meeting with senior management of the Council, it was revealed that Urban planning and building regulation, Public events, Community health services, Regulation of food premises, and Waste Management, are the primary areas of strategic interest that can equal parts generate new revenue and provide a personalised service to residents and visitors, at scale. There was also discussion about the forthcoming opportunities of new technologies; IoT, 5G and Edge computing that can significantly improve the individual and community experience offered within a Smart City context. Several others raised concerns about the ethical issues of using wearables and sensors to track or monitor individuals, but also drew parallels to other smart city initiatives, in Singapore, Oslo and London.
Following this meeting, the Council conducted a full-day workshop for requirements scoping. A large volume of information about Council operations was shared.
The Council is organised into eight functional units. They are,

4. City Design
5. Finance and Corporate
6. City Economy and Activation
7. Capital Projects and Infrastructure
8. Community and City Services
Out of the eight, it was determined that 5) Finance and Corporate, 6) City Economy and Activation, 7) Capital Projects and Infrastructure and 8) Community and City Services are the most data-intensive units that can directly contribute towards strategic insights, and thereby the most relevant for a data warehouse initiative. The head of each unit provided the following summaries of operation.
City Economy and Activation
The focus of this unit is to explore new economic activities and sustain existing lines of revenue generation, such as hospitality, tourism, food permits, dining premises as well as regular public events. There are two broad business operations, lead generation for new business and CRM for existing businesses. Leads are captured by our economic development team, where they record the individual or organisation name, expression of interest, area of interest, time duration, investment capacity, borrowing capacity, service capacity, and potential employment opportunities. The CRM is more complex, and the ER diagram is visualised in Figure 1.
Capital Projects and Infrastructure
Capital projects are largely focused on improving the built environment for residents within the council areas. They manage the issuance of building permits for new apartment blocks, building inspections, parks management, tree cover management, and parking spaces. A simplified ER diagram that sits behind the project management system is presented in Figure 2.
Community and City Services
The management of health and wellbeing services, community housing, information and library services, as well as the waste management functions of landfill and recycling, are the main responsibilities of this unit. This unit maintains a large database that records the use of community housing, mental health clinics, safe injecting rooms, pill-testing facilities and children’s health clinics. The ER diagram of this database is depicted in Figure 3.
Finance and Corporate
Finally, the Finance and Corporate unit oversees all the financial information collected by every other unit, council rates processing, as well as costing, budgeting, auditing and staff payroll functions.
Tasks
1. Strategic insights:
Based on the information provided, identify current and future strategic
decision-making scenarios for a Smart City initiative of the Melbourne City Council.
2. SQL:
Using the given ER diagrams, compile SQL statements to address five decision making needs identified above. Use of advanced SQL syntax is recommended, and you are free to make any assumptions with justification
3. Data Warehouse Design:
Follow Kimball’s four step approach to create a data warehouse design. You must determine the required number of dimensional models, with justification. Each dimensional model should be further improved by applying fact table and dimension table techniques. Demonstrate how the warehouse design facilitates insights generation for current and future decision-making scenarios.
4. 5G Networking:
Determine five use cases for the application of 5G and Edge computing technologies within a Smart City context. Provide adequate technical detail and examples that demonstrate your competence in the technologies.
