Description of Area
A world-class Sport Centre will be developed to attract new and exciting events to the city. The precinct comprises of a number of buildings that will reactivate surrounding streets and public spaces, and generate new activity. The precinct will support retail and hospitality within the Core and visitor attractions and services throughout Christchurch.Approximately 70,000m2 of land in the central city has been designated for the Sport Centre development in the Christchurch District Plan, being the blocks bordering Moorhouse Avenue, Stewart Street, St Asaph Street and Antigua Street.
New markets A key objective is to attract people from across Canterbury and New Zealand. They will be able to play, train, participate and compete in a broad range of sports and recreational facilities for all ages and abilities. It will also offer a pleasant and relaxing environment for spectators that will ultimately help grow the economic base of greater Christchurch.
Flexibility
The Sport Centre intends to be the largest aquatic and indoor recreation and leisure venue of its kind in New Zealand, and would be accessible to people of all ages, abilities and skill levels.
A space for all
The Sport Centre will become an iconic and internationally recognised civic building. It will be fully integrated into the surrounding area, providing a range of high quality public spaces and stimulating retail and commercial activity.
Access and service
Access and serviceability are important for the Sport Centre. The Sport Centre will have good access to key transport routes for service vehicles as well as being close to public transport.
Ensuring pedestrian access to key retail locations, hotels and public spaces will also be an important part of the design process.

Introduction
After New Zealand won several medals in Olympic Games Tokyo 2021, New Zealand Olympic Committee starts to reconsider the feasibility of hosting Olympic Games in New Zealand in 2031. Christchurch is one of the cities under consideration. The above Development Brief provides the Council’s general aspirations for the area and will be considered during the process of awarding planning consent. However, it is important that any development proposals are viable and you should not simply assume that the above aspirations fall within this category. You still have to analyse the market and justify the recommended uses and all values used in your feasibility report.In this project, you have been instructed by New Zealand Olympic Committee, Ara Development Limited, to advise them on the optimal land use(s) for the development site as to whether New Zealand could build a sport stadium to host Olympic Games in 2031. You are expected to explain the benefits brought by holding Olympic games from the four aspects: economic development, sport development, bi-culturalism and national pride.
Development Appraisal Report
The content of your report should be structured in such a way that it addresses all parts of the clients brief and does so in a logical manner.
1.Executive Summary
Provide a brief statement of findings and recommendations in terms of the brief. This could include the recommended design concept, key budget(s) variables (e.g. NPV, IRR) and option to pursue.
2.Introduction
Outline (or list) the reports objectives, which is essentially a re-statement of the brief. Also, provide the site address. If your client has a large portfolio of on-going projects then this statement helps to orient the client.
3.Location
This covers the general and specific factors that will include surrounding land uses, transport, accessibility, nature of development site, services, precinct development and scale etc.
4.Economic Analysis
This includes an analysis of the global economies, New Zealand, Canterbury and Christchurch etc.
5.Market Analysis
This includes an analysis of the different market sectors and competitors in our countries, which are growing, which are in decline, where gaps exist in the market, demand for the sport facility etc.
