Background 

In your community, your region, state or country many different infrastructure projects and policies are conducted all the time. In the past, however, not many of these development actions had an entire sustainability-oriented evaluation conducted. Insufficient financial and time resources reserved for such a task, lack of information and data availability, missing expertise and often a low level of awareness within authorities and the public, are some of the reasons. Instead, the evaluations performed were normally limited to direct economic aspects as assessed in cost-benefit analysis and to parts of the most obvious environmental impacts, such as noise and local air pollution effects. 

Only in recent years, as a consequence of the United Nations Conference for Environment and Development (UNCED) in June 1992 in Rio de Janeiro, the Agenda21 and its local chapters form the background for an enlarged sustainability-oriented evaluation for infrastructure projects and policies. In essence, the task is to overcome the former limited focus on economic aspects and to integrate economic, environmental and social aspects into a broader evaluation scheme that gives equal importance to all three domains. 

Tasks: 

1. Choose a recent development project of medium size from your community, urban area or region from transport or other civil engineering domains (e.g. a new bypass of a community, a rail link extension to a suburb, a new coach service from an urban centre to a rural destination, a waste landfill, etc.). 

2. Conduct a literature search of official and other documents related to impact assessments that have been conducted on your case study and investigate for the three domains (economic assessment, environmental and social impact assessment) the following points: 

a) The impacts and issues covered by the assessments so far conducted,

b) The indicators used,

c) The data sources used,

d) The methods applied, and

e) The mitigation measures proposed. 

Summarize your findings (using a matrix is a good way to organise this information – one row for each impact with operationalized indicators (i.e. dBA for noise), data sources, measurement methods, mitigation measures in separate columns). Make a list of references / information sources used. 

3. For each of the three domains, set up YOUR evaluation scheme as you would ideally conduct it, namely: 

a) Identify the issues to cover and comment on your choice,

b) Identify and comment on the indicators to choose for each issue,

c) Identify the information and data sources to be used, and

d) Identify the methods to be applied e.g. for the appraisal of indicators, for the forecasting and risk assessment,

e) Specify mitigation measures where appropriate. 

Comment on and justify your choice (also comment on why certain issues of one of the sustainability domains might not need to be covered in this particular case). The use of a matrix is a good way to organise this information (as per instructions above). 

4. Compare the assessment practice conducted in reality with your evaluation scheme and comment on the differences. If necessary, formulate recommendations of how the “real” evaluation process should be modified. 

5. Investigate the different forms of public involvement that have taken place during the assessment period in your case study by performing a literature research (official documents, media research, etc.) and by inquiring with involved stakeholders. 

a) Describe the public involvement process (process, timing related to assessment stages, methods used, stakeholders involved, level of involvement, etc.),

b) Comment on the quality of the public involvement process that has taken place,

c) If necessary, formulate recommendations on how the public involvement process should have been modified in order to improve it, and

d) Make a list of references / information sources used during this inquiry.
