Scenario:
 
You are a volunteer at the Cordelia Legal Centre in South Brisbane, a community organisation which provides free legal advice, assistance and referral to the general public.
 
On Monday morning 5 April 20XX, you have a new client come into your office. The client, Sharon Rock, is concerned about some issues in her local area of Sandgate. Sharon advises you that there are a number of ‘hoons’ driving around her neighbourhood late at night, disturbing the peace and quiet. She is concerned about the comfort and safety of the residents, and of the drivers themselves. Sharon has asked you to provide some general information on how she might go about pursuing the hoons issue. Sharon believes that the police need to bring in new laws to stop the hoons in Sandgate. She also wants to know if there are any other organisations that can help out. Assume Sharon has no knowledge of the legal system in Australia or the law-making process. 

When writing your email of  advice to Sharon, ensure you address the following:

1. Explain the rule of law. In your explanation, explain the relation to the separation of powers between the judiciary, executive and the legislature, with an emphasis on the independence of the judiciary. 
2. Explain the six (6) stage process which must be undertaken for legislation to be passed in Queensland. Ensure you explain what a bill is and who can introduce a bill. 
3. Discuss how the Queensland Police Service may assist with this issue while waiting for new legislation to be passed, for example, deterrence, any legislation currently in place. You should also include in your email your advice to Sharon regarding the role of the community in maintaining peace and order, for example, Neighbourhood Watch. 
4. Provide advice regarding 3-5 community groups where Sharon can express her concerns, and perhaps assist in having new legislation introduced. Ensure you include their name, contact details, roles/aims, and how they can assist Sharon.
