A memo has been widely circulated within your area health service informing staff of the availability of government funding to implement a New Public Health initiative focusing on improving the health status of the local indigenous population, a local ethnic minority group, or low SES white population . Funding of up to $20,000 for a pilot study is available, with the possibility of a further two years funding if milestone targets are achieved. The allocation of this competitive funding will be determined by a panel of state government health service executives who will base their decision on the submission of written submissions based on the marking criteria below.

Your task is to develop a funding proposal (business case) for an initiative that addresses a local New Public Health issue (e.g. a risk behaviour) affecting your target population. Your proposal is intended to secure funds to implement your initiative at a local level. In identifying your New Public Health issue, you should try to be as specific as possible and use real national, state, regional or local data (although emphasis must be given to local evidence of an unmet need).  You should identify your role  and perspective on the grant process ( eg you could be writing as the CEO of a state -wide diabetes NGO, seeking to implement a diabetes project within an ethnic community in a specific geographic region).

Your proposal must also include: 

• the policy context of your unmet need/initiative (e.g. national goals, target programs and/or health related priority areas); 

• how New Public Health approaches could improve health outcomes for your target population (with close reference to the academic literature); 

• the role and impact on key stakeholders;  

• details of how the funding will be used; 

• how the outcomes of your initiative could be evaluated.

Note: The emphasis of your submission needs to be on the evidence base to demonstrate the unmet or poorly met health need and not the budget, although your budget needs to have sufficient detail for it to be realistic. In planning your initiative it would be useful to demonstrate engagement with local NGOs, councils, religious organisations, community leaders as part of your change management process. Don't forget to describe what the existing services are, and how your initiative will complement these existing services.
