This is a part of an ongoing research to drive tourism into the northern territory of Australia via a challenges identification program.

R: As someone working on the procurement side of the Challenges Program, what is your perspective on what it is trying to do?
I: We are trying to make the government to partner with industries to develop innovative solutions in local industries and helps to keep them here (NT).
R: What is its difference from the traditional scope/method of procurement?
I: In Traditional procurement, the solution, actual specification, methods and the outcomes are well specified. However, in the challenges program, the solution is not yet created. It identifies the challenge and gives industries the freedom to can come up with innovative solutions of it.

The idea seems fantastic as it can be defensible and provide a fair go by assessing the business plan and how to use it in the future.
R: Can you tell us about the advantages and disadvantages for this method?
I: The main advantages are
1) We don’t need to know what we want.
2) Boost capability in NT
3) Freedom for industries to innovate
4) Test bed opportunity
5) Providing initial investment to cover a bit of risk for business.
There are any disadvantages noted out for the project yet, but here are some limitations for this program to overcome
1) Limited funding
2) Some risk involved online normal contracts
3) getting support from different departments.
R: How is it using the procurement rules to foster innovation?
I: The plan is to mould the challenges program to go within the procurement rules without any corruption to demonstrate maximum fairness and value for the territory.

The new procurement rules will be followed, and the outcome will be the same irrespective of the framework used.
R: How does it better enable government to procure innovation (from a procurement/govt perspective)?
I: The main changes compared to the traditional method will be the alteration/addition of new terminologies such as challenge, winner, test bed etc. which would make the industry more excited to get on board. The method is to work with the existing procurement rules and change the methodology and leading a market lead proposal for procurement to fill the gaps with innovation.

R: Part of the research that we are doing is the identification of Government, Business, and Community sectors as main stakeholders of procurement process.
If we better understood the needs of Business and Community through stakeholder consultation, would it make for better procurement outcomes?

I: It is absolutely a good idea. However, it is hard at this early stage to engage with business without setting up a proper method. Our goal is to get more stakeholders and that can get more businesses. Some challenges we face here are the lack of consultancies in NT which costs us a lot and hard for us to engage with more stakeholders.

R: Keeping in mind issues of probity, how could or should we incorporate the needs of business and community into procurement processes?
I: Our procurement rules and methods are considered based on the value ie., tier system, thus the all the tenders are conducted based on the value of the procurement.
R: We are doing a case study where we investigate the possible value of knowing and understanding the movement of visitors in NT to the DITT and other identified stakeholders including tourist operators, police, ambulance, parks, airports, etc. These stakeholders are classified into Government (agencies responsible for procurement), Business (procurement suppliers), and Community (end users).
What sort of questions would it be useful to ask the different stakeholders to facilitate a more relational approach to procurement processes (that might help it fit with the Challenges Program)?
I: It depends on the particular challenges and the stakeholders involved. The key points to be noted are to have an unbiased, open mind to the stakeholders. Perception of the people may vary due to their work and previous experiences. Always make sure to have manageable expectations.

I: If we had the capacity to understand where our visitors come from, where they go, what they do, how long they stay, both at a point in time and over time, so that we can make rapid decisions (investment/ activities/ infrastructure):

R: We have put together a similar project for data analytics for the Tourism NT five years ago. The program is called BLIX and it has a trial run for one year from July 2015 ti July 2016. It tracked the mobile data and the pings from them to determine the visitor informations such as the the location, visitor stay, flow etc. However, the program was discontinued due to various reasons such as
• Was not a cheap process.
• Many individual businesses has opted not to use this as the data seems to be very difficult to check off.
• Most businesses are small and operates on busy seasons.
• We didn’t see much value in the data produced.
IBCORN and similar apps tried to sell similar visitor data to NT tourism but was not considered as the datas doesn’t aid the tourism sector.
It would be helpful if you consider to interview the companies and organisations which used Blitz.

We usually collect the KPI from the National Visitor Survey with a very large sampling size fo 150000 which is not destination based. However, for NT the expected size is smaller than 80000.
