Case Study: A Database System for the Health and Security Organization
In recent years, numerous complaints have arisen in public bars in an eastern Australian state. This is due to poor services, lower hygiene standards, fire hazards, theft events, and security issues. The newly elected state government is determined to exercise their election promise that a special agency named Health & Security Organization (HSO) is established to process public complaints and regularly inspect the health and security for all bars state-wide. The HSO mainly hires two types of staff –
administration officers and health & security inspectors. The administration officers are responsible for processing complaints and other administrative issues; while the inspectors have HSO authorizations to check health and security for all bars. The HSO sets rules that (1) All complaints must be investigated and processed appropriately within a specific period; and (2) The inspectors will regularly visit bars in this state to ensure that each of these bars meets legal requirements and service standards in hygiene, cleanliness, measures of coronavirus prevention, fire and other aspects of security. These visits are called inspections which must take place every year. Any failure of the bar to meet the legal requirements or service standards is referred to as a violation. The HSO requires a relational database to maintain records on public bars, complaints, inspections, violations, and other details related to this matter.
Public bars are normally referred to as pubs. The owner of each pub, who is called a proprietor, has registered the business previously. The name and contact details of each proprietor are the essential data items in the proposed database system, in addition to a unique identification number. It is assumed that a proprietor may own several pubs across the state-wide.
under which the pub operates, Australian Business Number (ABN), the address that it locates, telephone, and the type of the pub. The type of a pub is defined as small, medium, and large, so that its business location can accommodate comfortably.
When HSO receives a complaint from customers on a particular pub, the complaint reason or content as well as the customer details such as name, address, and contact phone are recorded. The complaint will be assigned to an administrative officer to be processed. The outcome of the process is recorded. In addition, the administration officer‘s identification, full name, address and qualification must be entered into the database.
When it is the time to inspect a pub, an inspection will take place. The inspection date will be recorded. A pub might be inspected many times over time, but each visit to a pub is defined as a separate inspection. Each inspection is performed by one and only one inspector. The personal details (including an identification number, full name, address, contact phone, health & security certificate level, awarded date of certificate) of each inspector must be entered in the database.
In the course of an inspection, violations may or may not be found. Violations are problems that the pub may either violate the legal requirement or fail to meet the health and security standards set by the state government. The violation must be written down and recorded with an ‘action-plan’ specified to the proprietor so that he/she can address the problem by a specified date. The database must also record whether the violation has been fixed by the specified date. The violation may incur a penalty in finance or even a suspension, depending on the severity.
When there is a violation that incurs a penalty, it is not uncommon that the proprietor of the pub may disagree with the penalty decision made by the inspector. According to state law, the proprietor reserves the right to appeal the penalty decision within 14 days. The lodged appeal will be processed by one and only administration officer of the HSO. The penalty decision and outcome of appeal must be recorded in the proposed database.
Some business rules or other aspects of the case study may not be clear to you when you read the case study. If this is the case, then you should either approach your lecturer or tutor for clarification, or you may simply make an assumption and then develop your ERD accordingly. For example, the case study might not mention all relevant participation
information (also called minimum cardinalities). If so, you may make an assumption about what the minimum cardinalities might reasonably be, and then show them in your ERD accordingly. You should justify each assumption in terms of the business, for example: in the case study regarding the E-R model for customers placing an order it is assumed that each customer must have at least one order because it is assumed that the business does not record customer details until the customer places an order. To get yourself started, ask yourself, 'If I were running this business, what things I need to keep a list of?' Write those things down. For each thing, what information would you need to record aboutit? How can it be identified? The answers to these questions will help you to develop your ERD.
