Task 1 – Complex Program Management – Rail Infrastructure Project
Instructions to Learners:
ASSESSOR NOTE
These instructions must be followed when assessing the student in this unit. The checklist on the following page is to be completed for each student. Please refer to separate mapping document for specific details relating to alignment of this task to the unit requirements.
This competency is to be assessed using standard and authorised work practices, safety requirements and environmental constraints.
Assessment of essential underpinning knowledge will usually be conducted in an off-site context.
Assessment is to comply with relevant regulatory or Australian standards' requirements.
Resource implications for assessment include:
• an induction procedure and requirement
• realistic tasks or simulated tasks covering the mandatory task requirements
• relevant specifications and work instructions
• tools and equipment appropriate to applying safe work practices
• support materials appropriate to activity
• workplace instructions relating to safe work practices and addressing hazards and emergencies
• material safety data sheets
• research resources, including industry related systems information.
Reasonable adjustments for people with disabilities must be made to assessment processes where required. This could include access to modified equipment and other physical resources, and the provision of appropriate assessment support.
This assessment task requires you to manage a complex project including the application of:
Your organization has won the tender for the Geelong Fast Rail, delivering travel times of around 50 minutes between Geelong and Melbourne’s CBD.
About the project.
The Werribee corridor has been selected as the route to deliver faster services for Geelong, with new dedicated track between Werribee and Laverton for Geelong trains, cutting average travel times for passengers by up to 15 minutes.
Construction is expected to commence in 20XX subject to relevant Victorian and Federal planning, environmental and other government approvals.
Scope
Stage 1 of Geelong Fast Rail will deliver:
• new track dedicated to regional services (between Werribee and Laverton)
• upgrades to bridges over main roads
• station upgrades at Werribee and Laverton
• new bridges and culverts over creeks and rivers
• signalling and train control system upgrades.
Benefits of the Werribee corridor
The Werribee route is the shortest and most direct rail path between Geelong and Melbourne, around eight kilometres shorter than the current route that travels through the western suburbs via Sunshine.
Running faster Geelong services via the Werribee corridor enables both more frequent and faster services in the long term.
Future rail services
These upgrades will deliver faster services between Geelong and Melbourne. Further work is required to determine the final service plan, however a number of Geelong services per hour will run via the Werribee corridor to Southern Cross Station during the peak.
Some Geelong trains will continue to travel via Wyndham Vale and Sunshine, providing Geelong passengers with access to Melbourne’s growing western suburbs and an opportunity to change at Sunshine for Melbourne Airport trains.
Project delivery
The Victorian Government announced $2 billion for stage one of Geelong Fast Rail in the 2020/21 Victorian Budget, matching the Australian Government’s $2 billion funding commitment to enable faster services between Geelong and Melbourne.
Initial works are expected to commence in 2023 subject to relevant Victorian and Federal planning, environmental and other government approvals.
Geelong Line investment.
This project is just one part of a series of investments along the Geelong Line, to support the delivery of more frequent and reliable train services for Victoria’s fastest growing regional city.
The Victorian and Australian governments are also investing more than a billion dollars to upgrade the Geelong Line as part of the Regional Rail Revival program, which is upgrading every regional passenger rail line and creating 3000 jobs and local supplier opportunities across the state.
Upgrades to the Geelong Line include the Waurn Ponds Station upgrade, the South Geelong to Waurn Ponds Duplication project and Waurn Ponds stabling.
Your role is develop and plan for the management of the complexities associated with the project and produce the deliverables as defined below.
Deliverables required:
Project planning report which includes:
Identification and definition of possible complexities, including:
• Outline of strategies to manage and minimise the complexities
• Definition of key roles, members and stakeholders that will engage in the project
• Communication Plan
• Selection of, and justification for, an applicable project management framework
• Outline of the tools that will be used to manage complexity including project monitoring, stakeholder engagement, feedback collection and integration and dealing with variances.
