This is the second and major assignment for this unit, which should be delivered individually and carries 50% of your final mark. A written report of approximately 5000 words (excluding tables, figures and references). 

Purpose and learning outcomes: 

The purpose of this assignment is to assess your understanding of how the principles of construction procurement can be applied in practice to the management and evaluation of construction procurement. It is also aimed at developing your presentation and communication skills. It is an important assignment to assess your practical understanding of the unit learning outcomes.

The Case

• The ACT Government is planning to increase the number of Fire Service Stations within Canberra to help in combatting future fire incidents in and around the Capital Territory. One location that has been identified where a new Fire Service Station will be sited is the Molonglo Valley. The Molonglo Fire Station is proposed to be located within Denman Prospect suburb.
• You are to determine the type of building, size, inclusions and location of the building on the master plan of Denman Prospect.
• You are the client’s representative – ie working on behalf of the Emergency Services Agency (ESA) of the ACT Government.
• Do some research about the Fire Service Station and what should be included.
• Consider what might be needed in future.
• What would you like to see in such a building?
• Read up on what is considered leading practice in Fire Service Station buildings.
• You must provide a full report on your solution – how you will procure this facility.
• Talk to or interview staff of ESA, if possible. 

Required tasks: 

Prepare a procurement plan or strategy (you will be provided with a template) for the project including: 

1. the strategic aims of the project 

2. a description of the project 

3. a stakeholder analysis of project participants/ stakeholders, and their interests how could they affect the procurement? 

4. a strategic procurement analysis of the project analysing the advantages and disadvantages of the different procurement methods, and how the procurement of the project would best be managed: 

a. sourcing methodology analysis and proposed strategy

b. the proposed method of evaluation of the tenders/offers including selection criteria proposed

c. contract model proposed to be used and why. Any amendments to the basic template of the contract model chosen? 

5. risk analysis of the project 

6. budget, construction time and financing, techniques to drive performance in terms of budget and time during construction supply chain and site logistics analysis for the project and any issues or risks which might arise 

7. how sustainability criteria will be incorporated into the procurement over the lifecycle of the project and how the results would be evaluated? 

8. post-construction evaluation method – how will you evaluate the contractors' performance and success or failure of the project? 

Expectations 

Your report should be well constructed. Do not provide an Abstract. You should use the template with its subheadings and include diagrams where appropriate. You are expected to draw on the concepts, policies and standards studied during the unit in developing your thoughts and writing your plan. Include a list of references at the end, using the APA 6th edition referencing style. Please note the word limit. You are expected not to exceed the word limit by more than ~5%. If necessary, you may go beyond the word limit by attaching additional reference information as an appendix.
