To support the role of the builder in being able to produce construction industry documentation, students have access to a professional intranet that provides a simulated building company, RBHoldings. RBHoldings functions as a workplace environment where project-based assessments can be undertaken using industry standard documentation, plans, activities, responsibilities and procedures. The RBHoldings business structure allows simulation of work environments such as, but not limited to, design offices, site offices and construction sites. RBHoldings provides students with relevant documentation that is to industry standard that allows students to experience a professional simulation of a construction office environment. RBHoldings is a fictitious organisation that has been created purely for educational purposes.

Part 1: Practical

Scenario

You are employed by the RBHoldings construction manager Joe Lugarno, in assisting with the planning of a construction tender. The Strathfield Apartments project is a construct only tender with a possible follow up tender submission to the client for a comprehensive property maintenance program.

You will be assisting Joe Lugarno in preparing schedules of project expenditure and develop a range of forecasting strategies to manage cash flow and payments for the project. These activities will prepare you for your role in supervising the finalisation of costs and other project planning of the Strathfield Apartments project.

During the construction phase of the project, you will also maintain continuous checks to ensure actual costs are monitored and compared to the budget and controlled to maintain cash flow as forecasted. On completion of the project, you will prepare final cost reports for evaluation and future project rate adjustments.

To complete this part of the assessment, you must participate in a practical activity that will demonstrate your ability to complete skills-based tasks to industry standards. To do this, you will require access to the National Construction Code

Task 1 - Identify and classify project costs

RBHoldings Construction Manager Joe Lugarno has informed you that they will be identifying project costs and finalising the estimates for four four-storey residential complex, being a Class 2; Type A Construction.

In this task, you will be required to access, read and interpret the building codes of practice, standards, legislation and specifications.

Using the plans and specifications for the Strathfield Apartments project as a basis, you are to complete the following activities:

  • Prepare project files for the project to enable the storage and easy retrieval of documents and working files such as spreadsheets and reports required during the planning and execution of the project.

Access the resource, CPCCBC5002_SR1_Project Planning SpreadsheetV122 and allocate a project specific file name and place in the project file.

  • Compile a list of expected regulatory and legislative compliance requirements that will be applicable to this project. The list is to include the following:
  • Specific local authority documentation
  • Significant legislative documents
  • Australian Standards relevant to major construction elements
  • Codes of Practice relevant to specific construction activity.

2. In this task, you will Identify construction costs and produce accurate estimations from project schedules. For this, you will be using the plans and specifications for the Strathfield Apartments (Boulevard Apartments) project as a basis.

The student is to complete the following activities:

  • Identify and provide a detailed list of the direct construction costs associated with the project.

These costs to be listed are separate to those indirect trade construction costs which will be put out to tender.

3. In this task, you will define cost estimates appropriate to contract requirements and accurately translate into the correct cost centres. For this task, you are to assist Joe Lugarno with the project planning activities associated with the Strathfield Apartments project. He has asked you to complete the following:

  • Access the resource for the Strathfield Apartment spreadsheet CPCCBC5002 Project Planning SpreadsheetV122. Use the preliminary estimate details located on the Preliminary Estimates tab and the RBHoldings master cost codes located in the Master Cost Code tab in the spreadsheets. Allocate cost codes to the construction elements.

  • Include an 8% overhead and 10% Margin to formulate a contract sum.

  • All of these documents are located on the CPCCBC5002_SR1_Project Planning SpreadsheetV122.

4. In this task, you are to identify cost centres and correctly incorporate them into a planned project cost network.

You are required to prepare a range of supporting project cost control schedules as follows:

  • Access the RBHoldings Project Cost Report template from the Project Cost Report tab located in the resource for the Strathfield Apartment spreadshee t CPCCBC5002_SR1_Project Planning SpreadsheetV122. Transfer the summary of trade work estimates and include the cost codes applicable to each item.

  • Transfer the project estimates costs previously derived in using preliminary estimates to the ‘Original Budget’ column of the ‘Project Cost Report Sheet’.

This Project Cost Report is to remain in the CPCCBC5002_SR1_Project Planning SpreadsheetV122 identified as ‘Project Budget’ with a relevant date and will be used as the template to create successive reports throughout the project’s construction period.

5. You have now completed the initial project budget estimate. The student will carry out a risk assessment and identify possible financial problems that could affect the contract. In this task the student will undertake risk assessments and compare estimated cost with estimated risk.

Your risk assessment should be based on the following information:

  • Lock down due to another COVID-19 outbreak
  • There is a major road infrastructure project near the construction site.

You are to complete a Risk Assessment using an appropriate format and provide suggestions to control or make amendments to the relevant budget figures to compensate for the risk realisation.

The Risk Assessment is to be inserted into the project files.

6. Joe Lugarno has asked you to continue to develop a range of cost control and performance analysis tools to assist with the management of the Strathfield Apartments project during construction. You will carry out a range of tasks as listed below.

In this task you will identify project critical points and prepare draft schedules.

6. Access a typical project scheduling tool (such as MS Project, MS Excel, Google Sheets or similar). Use the project scheduling information located in Project Scheduling tab from the resource for the Strathfield Apartment spreadsheet CPCCBC5002_SR1_Project Planning SpreadsheetV122 you will:

  • Draft a high-level Construction Schedule and Precedence Diagram, to identify the Early Start/Early Finish and Late Start/Late Finish and determine the total float time and critical path. Make sure that the information is correct and use it as a basis only. Make any required changes if necessary. All activities need to be linked through to the start and finish at a minimum.
  • Start the project on the 13 th January (Use the year that is following this one)
  • use a five-day schedule calendar at this point in the planning as a foundation for project planning
  • produce hard copies of prepared expenditure schedules in line with organizational processes.
