• Hospitals and nursing departments have been highly bureaucratic, with several levels of hierarchy and operationa decisions made by middle and upper level administrators.
• In recent years, however, health care organizations have followed the trend of other industries by decreasing organizational layers and adopting decentralized decision- making processes.
