Spatial Development Frameworks as a Tool for Spatial Transformation, within the Context of the Fourth Industrial Revolution.

The research question, which the data analysis aims to answer is;
Are the future spatial plans (spatial visions) contained in the SDFs of the country’s metropolitan municipalities, in line with the development and transformation plans of the country’s draft National Spatial Development Framework (NSDF), and how can the SDFs align to the NSDF?
 

Significance of study
Where the South African planning system has struggled to transform the urban landscape, the NSDF aims to drive spatial transformation in the direction of country’s desired spatial future, of developing cities that can competing at a global scale, within the context of the fourth industrial revolution, as well as redress socio-economic and spatial inequalities of the past. To be able to achieve this, municipal SDFs must align to the NSDF for realization of the National Development Paradigm and this study will provide the status quo of municipal SDFs and how they can be aligned to the NSDF.

Background
South African cities are twenty six years into the democratic dispensation that followed the apartheid regime- infamous for enshrining the separate development of different racial groups and dispossession of land into policy and making it law- and now it is a legacy that still haunts the urban landscape of the country (Berrisford, 2011). Over the years, legislation and policy has been developed to address the political, socio-economic and spatial disparities of the past, while working towards developing cities of the future, which can compete on a global scale. This duality of redressing and progressing is prominent, even in the country’s planning landscape. An example of this is the consistent efforts that are being made for the establishment of a smart city in the Gauteng region within the next decade; technologically advanced and 5G ready (BusinessTech, 2020).
