You are working for the Department of Health and Human Services (DHHS) and have been asked by your Manager in the ‘Care Team’ to prepare a ‘draft’ Cultural Plan to be reviewed by the Senior /Advisor - Aboriginal Cultural Planning for a young Aboriginal boy, Jiemba to strengthen his cultural and community connection. The draft Cultural Plan is governed by Section 176 of the Children, Youth and Families Act 2005 which requires the development of a Cultural Support Plan for each Aboriginal child or young person placed in-home care subject to a Guardianship Order and provides for the following: • Safety and stability • Protection of his rights • Promoting his development in age-appropriate ways and; • The development of his cultural identity The Cultural Plan covers a holistic approach that includes the social, emotional, spiritual and cultural wellbeing of individuals and the community following best interests and promoting the development of infants, children and young people based on respect for Aboriginal cultural identity and connection to their families, communities, and culture. From this foundation, consideration must be given to provide referral pathways with the relevant organizations that provide access to appropriate services. The Cultural Plan must also provide support and assistance to families involved in the care of the young person.

 

THE CLIENT’S BACKGROUND

 Jiemba is an Aboriginal and Torres Strait Islander child. He is aged 10 and currently lives with his mother Sally Pepper. Jiemba’s father has been absent since birth. He has two older siblings 15 and 18 by different fathers. Both his siblings have been involved in the justice system. Their current whereabouts are unknown. Sally belongs to the ‘Yorta Yorta’ clan who live in northeast Victoria in Euroa. She has an extensive extended family network in the town of Moama. Sally’s mother Tennille Smith, father Yarran Smith and Uncle Jarrah Bamblett belong to the ‘Bangerang’ clans’ group near Jerilderie. These family members currently reside in the Moama area. They are in their early 60’s, in good health and live in a stable environment. They are all connected to their culture and heritage but have not had positive experiences with mainstream culture growing up.
