Introduction
You have recently taken over as Construction Project Manager for a medium sized construction project. Bellbrook Professional & Theatre Centre features a ground-level cinema and 3 storey office tower.
The expected construction schedule is nine (9) months, or 40 weeks. You are currently in Week 10 of the construction schedule.
At Week 25 of the Bellbrook Centre schedule, a second Professional and Theatre Centre (the Pembroke Centre) is due to commence works. You anticipate a crossover of approximately 15 weeks where you will be managing both projects at once. The design of the Pembroke Centre is the same as the Bellbrook Centre and the site conditions, etc., are basically the same. The contract is for the same amount as the Bellbrook Centre. As both centres are only 25 km apart, you will engage the same subcontractors and hired equipment/plant across the 2 projects (where possible).
As part of your role to deliver the project objectives, you are to develop a site-specific Quality Management System for the project. You will be starting this project before completing your current project. This is to be presented in a MANUAL format, and will be referred to by yourself, senior management and the Client. It will ensure that there is clear understanding of the agreed quality outcomes and overall objectives.
Your QMS manual will contain twelve (12) sections, covering the three (3) broad topics:
1. Determine Quality Objectives
2. People Management
3. Maintaining the Quality Management System
Quality Management System Manual
Task 1 Determine Quality Objectives
Determine the quality objectives, standards and levels for the project.
A) Regulatory documents
Identify the relevant legislation, regulations, and codes of practice and national standards that apply to this project.
a) Building legislation (2 Acts, 2 Regulations, 2 Codes)
b) WH&S (1 Act, 1 Regulation, 3 Codes of practice)

a) Choose three (3) appropriate quality management tools, techniques or methodologies which you will be using to manage the project.
b) Explain why you have chosen these methods. e.g. Benchmarking, Six Sigma, Lean, QFD, Plan-Do-Check-Act (Shewart) Cycle, Pareto charts and
TQM Tools can be subjective, qualitative and quantitative, but must cover: quality, capability, cost and time.
E) Effective communication
Determine how you will ensure that the project objectives are agreed to and problems are resolved effectively across all parties.

Effectively manage human resources and create a culture of valued contribution from all stakeholders.
F) Industrial Relations
a) Awards and enterprise agreements that may apply to the project.

c) Policy regarding Union representation and visitation
G) Management Roles and Responsibilities
Roles and responsibilities of the project management team.
H) Communication strategies for the site
Explain how stakeholder communications and communications with team members are expected to be managed.
Task 3: Maintaining the Quality Management System (QMS)
How will you monitor compliance with agreed quality standards during the project, and action improvement?
I) Compliance Procedures
a) Determine the procedure for organising inspections and quality control by internal (onsite personnel/trade contractors) and external parties (regulatory authorities).
b) Complete an inspection and test plan (ITP) for footings and slabs for the project to ensure conformance with specifications.
J) Continuous Improvement
a) Refer to the Bellbrook/ Pembroke Centre Projects Schedule. Identify the key milestones for the project.
b) Describe specific strategies to action improvement- both formal and informal.
