This assessment requires you to apply your knowledge of evaluation by preparing a comprehensive evaluation plan. You are required to support the evaluation plan by justifying the evaluation approach adopted based on methodological, practical and contextual considerations.

To support the development of your evaluation plan, an evaluation planning template has been provided in the Resources Section. This template is based on the Victorian Department of Health Evaluation Planning Framework).

Your evaluation plan is to be based on one of the three Case Study programs provided in the Resources Section of this document.

Alternatively, you may wish to base your evaluation plan on a program or project of your own choosing. If you choose to prepare your evaluation plan for a program or project of your choosing, you must provide a one-page summary of the program or project as an appendix to your submission. This summary should include a brief program background, program goal, objectives, and strategies. The evaluation plan must include a plan for evaluating four objectives and four strategies. The strategies to be evaluated should be relevant to each of the chosen objectives.

Using evidence, you must present a justification of the evaluation approach adopted that includes the following:

• Justification for the approach adopted. Outline why the evaluation approach adopted is suitable based on practical and contextual considerations (draw on the content in weeks 1-5 and the case study for details on the context).
• Discussion of the strengths and weakness of the evaluation approach that demonstrates an understanding of methodological rigour.
• Identification of steps to be taken when implementing the evaluation plan to improve rigour within the chosen evaluation approach and program context.

Project 1

Getting the City of Happy Valley Moving Program

Background

Getting the City of Happy Valley Moving Program is a two-year program in an outer south east local government area of Melbourne characterised by green fill housing developments and having experienced a 10 year average population growth level of 4.3%. It is a popular local government area for families. In the 2022/2023 year, the council recorded 1,902 births and contains 28 kinder, 29 primary schools and 15 high schools.

The focus of the public health program is to enable and create opportunities and environments that foster active living across key stages of the lifespan and among disadvantaged populations. Key partners in the three-year project are the local community health service, The Southern Primary Health Network, the local council, TravelSmart Victoria, local businesses and local community services (including disability support services providers, neighbourhood houses, women’s health services and schools) and local sport and recreation clubs and organisations.

Objectives

The objectives of Getting the City of Happy Valley Moving Program are to:

1. Increase the proportion of primary school aged children residing in the City of Happy Valley who meet the Australian Physical Activity Guidelines.

2. Increase the proportion of young people aged 12-18 years residing in Happy Valley who regularly participate in sport and active recreation activities.

3. Improve the confidence of parents residing in the City of Happy Valley to access to sport and active recreation opportunities for their family.

4. Increase socio-cultural support for active lifestyles among disadvantaged adults residing in Happy Valley.

5. Increase the proportion of Happy Valley families who using active and public transport on a regular basis.

Strategies

To achieve the objectives of the Getting the City of Happy Valley Moving Program, the following strategies have been adopted:

1. Establishing a website to disseminate information about the local free and low cost active living and sport opportunities with input from partners, including Happy Valley families and children.

2. Recruiting, training and supporting Happy Valley parents to become walk-to-school leaders at each primary school in Happy Valley.

3. Identifying and implementing modifications to Happy Valley primary school policies to incorporate support for the walk-to-school groups.

4. Support local sporting clubs to implement the ‘Healthy Sporting Clubs Achievement Program’.

5. Recruit and train community members from a diverse backgrounds to become active living champions in their communities.

6. Align with and promote state and national physical activity and active living campaigns.
