Part A and Part B

The purpose of the assignment is to synthesise in a written form new knowledge and experience derived from reading, the various themes explored during the online module, and insights gained from the group project. The individual assignment must be compliant with the assignment assessment sheet and individual assignment template found on SUNLearn.

In constructing your individual written assignment, imagine the following scenario. It is 2021 and South Africa has safely weathered the transition to a post-Covid-19 world. The South African government’s risk-adjusted measure to support the phased recovery of the economy, as well as the functionality and wellbeing of broader society, have been successful. Now, the President’ Economic Advisory Council is exploring options to invigorate South Africa’s economy.  The purpose of the is “to ensure greater coherence and consistency in the implementation of economic policy and ensure that government and society in general is better equipped to respond to changing economic circumstances”. In light of global trends, investments in renewable energy are increasingly viable and attractive for a range of stakeholders. Additionally, proponents of the renewable energy revolution claim that it has the potential to address various socio-economic and developmental agendas. However, it is clear that aligning the growing momentum in renewable energy investments with the socio-economic and developmental potential of these low-carbon technologies is highly dependent on policy choices. In essence, policy choices have a key role to play in attracting investment in renewable energy as well as realising a just transition in South Africa.

In Part A, the Literature Analysis, critically engage with this statement and present an argument about the role of investment in renewable energy that might also address South Africa’s triple challenges of unemployment, poverty and inequality.

This section must:

  • Describe the dimensions of the global energy transition

  • Summarise the policy frameworks shaping the investment in renewable energy globally, with a focus on the global south

  • Demonstrate a clear understanding of South Africa’s political economy of energy, and particularly the role of the MEC

  • Succinctly describe the South Africa RE policy landscape

  • Articulate a clear argument about how a just transition is framed

In Part B, this argument must be applied to South Africa with reference to either a) power sector reform, b) utility scale RE, or c) municipal and / or community level RE. Choosing one of these three options as the focus, this component of the assignment must present a clear argument for the role of policy choices that will advance a just transition, together with explicit policy recommendations to realise these transformations.
