Hence, from this point, the health promotion concept has evolved. It is defined as the "process of enabling people to increase control over, and to improve their health.” (Health Promotion Glossary, 1998). It aims to empower people, therefore, they can capable enough to deal with determinates of health. Likewise, according to World health organization (WHO, 1984), health promotion links different but complementary methods including communication, education, legislation, fiscal measures, organizational change, community development, and spontaneous local activities. Dental health promotion, for example, has integrated some health-promoting strategies such as food and health policies, and general hygiene (including oral hygiene) in order to decrease the incidence of dental caries in the UK. Therefore, this essay is going to discuss the role of health promotion in relation to dental caries. Also, it will review the evidence around the effectiveness of the different fluoride vehicles.

Dental caries:
Dental caries is damage to a tooth that occurs as a response to the interaction between acid- producing bacteria and fermentable carbohydrate over the time in the presence of various host factors such as teeth and saliva (Selwitz, Ismail and Pitts, 2007). This process happens when the plaque (bacteria biofilm) accumulated over the teeth surfaces which then converts the free sugars contained in food and drinks into acid. Then, the acids start to destroy tooth enamel and dentine over time. Therefore, continuous and high free sugar consumption provides inadequate exposure to fluoride, so tooth structures are destroyed. As a result of that, cavities and pain are generated and oral-health-related quality of life is highly affected.
