This is a system engineering design challenge. Given the environment, the ingress of dust into accommodation buildings is one of the most challenging and expensive problems to live with for both health and cleaning reasons if there is not planned mitigation.
The best way to prevent the dust from entering the accommodation buildings is by maintaining a positive pressure inside the buildings. Design a system that will maintain a consistent positive pressure (you determine what that pressure level should be) for 24hours per day / 365 days / year. We expect to see a feedback control system, pressure back-up system and a power usage plan (with ideas for power back-up). Don’t assume that you have unlimited electricity at hand and consider the role that air-conditioning can play in the Dust Ingress Mitigation System (DIMS).
