1. Difference in Difference Estimation
You are going to examine a hypothetical policy called the Health Insurance Subsidy Scheme (HISS). The HISS is being implemented in country XYZ by its health department. The objective of HISS is to improve population health of country XYZ. In particular, the government is concerned that poor rural households cannot afford basic health care. HISS has been designed to provide subsidized health insurance with a specific focus on primary health care and medicine. The overarching government objective is to improve health outcomes. However, HISS is expensive. So, a pilot project has been undertaken to evaluate program.
Prior research in the form of a cost benefit analysis has established that the programme must reduce annual expenditure on health care by at least US$10 per capita on average in two years compared to expenditure without HISS. The pilot was implemented involving 4,959 randomly sampled households. The base line data set is collected before HISS is implemented (Period 1). In total 2,964 households voluntarily enrolled in HISS and 1995 did not. The HISS pilot ran for two years. At the end of the twoyear pilot a second survey was conducted on another 4,959 randomly sampled households (period 2). This gives a sample size of 9,918 data points.
2. Production Function Estimation
You are an analyst with the United States Department of Agriculture (USDA) specialising in firm level production analysis. You have been asked to estimate a farm level production function for the state of Iowa dairy herd. Why?
The industry wishes to know if it is subject to increasing, decreasing or constant returns to scale. It also wants to understand the relative importance of specific inputs to production. To facilitate this analysis, it is necessary that you derive the best statistical production function for the given data set.
An important element of the analysis is to provide guidance as to the appropriate functional form of the dairy production function relationship. You should therefore carefully explain your choice of preferred production function given the analysis you perform
