Project A is the development of a facility (for example, solar power generating farm, transportation distribution centre, mobile phone relay station) in a remote area, of about $5 million in value, with a planned duration of two (2) years. It is 25 per cent completed. However, performance measures, like Earned Value analysis, shows that the project is not achieving its planned cost or progress targets. Some of the specialised major components used for this project are only available from international suppliers. There have been some unforeseen delays in delivery of these components, which have long lead times for their manufacture, are made in a few countries only, and must be transported by sea and then by land over what can be difficult terrain. Issues in their manufacture and delivery include industrial relations issues in their country of manufacture, material shortages and transportation difficulties, There are also a number of other risks associated with this project. It has not been planned or budgeted well and there are a number of gaps in the project charter, including project objectives that are not well defined, and a quite poor definition of and assessment of project outcomes. Labour can be expensive and difficult to obtain in the remote area in which the project is being developed. Exchange rates can be subject to quite rapid change. Finally, any delay in delivery of the project can result in significant costs to the client.
