• Gain a detailed understanding of the structure, content, and expected quality of a robust Business Case developed in support of an application for a major project sanctioned.
• Demonstrate an ability to develop an investment logic map for a project.

You are to critique the Suburban Rail Loop business case and draft inputs to an improved business case for one of the following:

A. Management of disruptions to the community during construction.

B. The impact of protracted delays on the merits of the original business case.

C. Stakeholder engagement and changing community needs.

D. Management of sustainability and environmental resilience

Questions

1. Critique the Suburban Rail Loop business case and discuss the strengths and weaknesses of the business case compared to best practice. (For best practice, read UK/Australian governmental guidelines such as the UK Green Book, the Department of Treasury and Finance Victoria’s Investment Lifecycle and High Value High Risk Guidelines or some of the other reading material provided).

2. Based on your analysis on the project’s business case, propose key recommendations to provide assistance in implementation of the project, in such a way that the project would benefit from addressing these recommendations. Identify the key assumptions underpinning your recommendations and appraise these assumptions in the context of the risks they bring to the investment decision. For example, were the assumptions reasonable?

3. Critique the Investment Logic Map details in the business case and make suggestions as to how it could be improved, or why, in your view, it is flawless.
