Devon Great Consols (DGC) was the site of the extraction of large quantities of copper and arsenic. The lower part of the Tamar Valley is highly mineralised and mines in this region were the world’s largest producers of tin, copper and arsenic during the mid-nineteenth century. Devon Great Consols is a consolidation of five adjacent mines covering 67 hectares and had the largest sulphide lode in the west of England. The principal minerals extracted were chalcopyrite (CuFeS 2 ) and arsenopyrite (AsFeS) which were found in the local bedrock of slates. The mine was in operation from around 1840 until 1900 and then again from 1915 to about 1930. On site smelting of arsenical ores produced 700,000 tonnes of refined arsenic worth more than £4 million.
 

2 Project Outline
On advice from you, the consultant, the Developer has decided to adopt the screening and scoping opinion from the local planning authority (Section 4) and submit as part of a planning submission an Environmental Statement. This Environmental Statement is to be based solely on exist information available from research data and desktop study sources such as the Tamar Geographical Information System (GIS). The hope is to secure outline planning permission with the intention of carrying out appropriate field based surveys.

 

3 Proposal
A proposal to remediate the former metalliferous mining site of DGC through a combination of reworking, to extract residual metals tungsten (W), copper (Cu) and tin (Sn) from the wastes, followed by landscaping. The environmental impacts would be similar to those of mining in that the waste is rich is arsenic. The development is based around the clean-up of a former industrial site rather than a new extraction within the Area of Outstanding Natural Beauty (AONB).

The ES compiles the necessary information about the likely main environmental impacts of the proposed development. Where possible it should:
• Describe the proposal in detail, including construction, final scheme concentrating of metal ore powders and maintenance;
• Outline planning and policy considerations;
• Outline forms and phasing of development;

• Contain an Environmental Action Plan.
