Q1. FIRE BRIGADE INTERVENTION MODEL (FBIM)

Undertake an FBIM analysis to determine the time taken from the start of a fire up to the time taken for the OIC to assess the fire (end of Chart 7).

In answering this question, the information is to be tabulated in a format similar to the template provided at the end of this document and also presented on a Gantt chart.

All tasks, activities and times are to be detailed. Resources and staff are to be allocated with each task.

Any assumptions made are to be documented and are to be explained. For dimensions required, e.g. travel distances, heights of stairs, etc., please make reasonable assumptions however be clear on what the value is and what it relates to, e.g. horizontal travel to front door = 35 metres.

Building Description:
• The building is assumed to be located at 1 Constitution Rd, Ryde, NSW, 2112.
• The building is a five (5) storey office with a single fire-isolated stair serving all levels. The building is of masonry construction and glazed façade. The building has a single level basement carpark.

Details of the incident:
• The fire occurs at 10:00 am on a normal working day.
• The automatic detection and alarm system activates 65 seconds after the start of the fire.
• The fire is located on the First Floor at the back of the building with no obvious signs of flames from outside the building. The FIP located in the lobby on the Ground Floor indicates the location of the first smoke detector that has activated.
• FRNSW had undertaken a pre-incident planning exercise approximately 12 months ago.

Additional Notes on Percentile Calculations

The “Calculation Method” detailed on pages 15 and 16 of the Fire Brigade Intervention Model Manual – Version 3 can be complex to integrate into the table of activities and Gannt Chart examples that are shown over the page. Therefore, for the purposes of the assignment you can ignore the combining of variances and simply use the more conservative approach of applying the percentile “k values” for each task item instead.
