“Development project” could broadly refer to: 

1. A project carried out by a multilateral or bilateral development institution. Examples could include from United Nations agencies (such as the United Nations Development Program or UNICEF or UNHCR). It could be the World Bank or International Monetary Fund.  It could be a project funded by a bilateral development agency such as USAID, NZAID or Australian Aid (through DFAT).

2. A project run by a civil society organisation. This could include religious institutions (such as the various church-aid organisations like CARITAS), it could be union aid or it could be a project run by a Non-Governmental Organisation (NGO). There are tens of thousands of NGOs operating development projects so you could choose one of the larger international organisations (such as Save the Children, CARE, Oxfam, Action Aid, Word Vision) or smaller local NGOs based in particular countries (think of local NGOs that have been created to deal with specific local issues).

3. A state development programme or policy. This should be a policy or programme specifically created to deal with poverty. It could a direct payment system to the poor (such as in Mexico), a payment-based conservation programme, a micro-credit programme for the poor, a policy that attempts to deal with gender aspects of poverty etc etc. 

3. Choose a development project: It is recommended that you choose a project that operates in one specific location (i.e. in a single country).

4. Provide an outline of the project which details its geography, relevant stakeholders, aims, donors and conceptual/ theoretical approach/any other important information.  

Consider the local unique context these projects are operating in (i.e. what different groups live there, what is their livelihood context, what struggles do they face). 

• You should provide a concise summary of the project including the above pieces of information. 

• You should clearly describe the project’s aims, how it is to be (or was) implemented and who it involved.

3. Critically examine the approach of the project and examine to what degree it is donor driven and what normative values and frameworks it aspires to.

(Think of the lectures – would the project be broadly characterised as neoliberal?

• Does it hold modernist assumptions? Is it at all paternalistic or colonial in its thinking? 

• What assumptions does the project make: about the people it will help and how it will change the situation it aims to intervene in?

• Consider the broader context – what has come before the project? Is there a history of other actors trying to development the people under examination? 

• To what degree is the project donor driven? Where is the central idea of the project coming from? Who is promoting it and for what reasons? How much do local agendas and desires play a role in the project?)

4. Examine outcomes of the project considering what groups benefited what groups incurred costs, and what the project failed to take into consideration.   

(Look beyond the projects own narrow definition of success. 

• Does the project significantly change the situation in the local context? Does it shift the balance of power? Does it provide change how things are done? Does it create new opportunities? Set new precedents? 

• How does the project affect different groups differently (think class, race, gender).

• What are the shortcomings or failures of the project? What is it unable to change?)
