The political and humanitarian situations in Venezuela has been seen as a concern for some states. Some states located in America, as well as the European Union, have trying to find solutions to the crisis in Venezuela (Sullivan, 2016). Before the crisis, Venezuela was one of the prosperous countries in Latin America. Since President Maduro took office, he inherits policy based on oil exports. His government was not prepared for the crash of oil prices in 2014; which causes an economic crisis. Later, the US recognition of Guaidò as the Interim President is pushing the Maduro's government to obligate with fair elections. The sanctions have significantly impact oil production in Venezuela; which causes it's economy hard to recover.

Through the Rio Treaty, the US is trying to do the military intervention to Venezuela under Maduro's government. Paddeu (2019) states that during the meeting, several countries which part of the Rio Treaty, excluded the military forces as the solution to the crisis. There were several reasons which contribute to its rejection. First of all, under the Treaty itself, it mentions that the objectives of the Treaty to assure peace and under Article 3 says that armed attacks shall be considered against all the American states. The second reason force cannot be used in Venezuela because under Article 51 of the UN Charter; there have been no armed attacks by the state. It makes the US realised that they were unable to do the intervention without support from other states.  When talks about the relationship between Venezuela and countries like China and Russia, it is unlikely that they will take part in the intervention as they are highly benefited from Venezuela oil export. Therefore, these two countries will try to defend the intervention; which many of the states, especially in Latin America, try to avoid.
