Cardwell – focused on army life with things like flogging, pay and reputation not improved

Evaluation – there is development here – is it dramatic? Consider the nature of warfare in WWI – was it ‘expected’ change and adjustment?

EXPANSION OF EMPIRE:

Haldane – imperial general staff

Cardwell – development of empire changed with dominions

Evaluation – again, can we see Haldane as being dramatic here?
