Study Title: Older people accessing community aged care services. Brief Background: The rising proportion of older people places increased demand on housing and services. Using aged care services allows older people to age in place, living independently in the home of their choice. The services can include personal care; help with cooking, cleaning or gardening; home modifications; health care such as nursing or physiotherapy; transport and assistance with shopping. The federal government provides funding for aged care services (aged care packages) to individual consumers who meet the assessment criteria.  From July 2015, all aged care packages began to operate on a Consumer Directed Care (CDC) basis, and a Government program “My Aged Care” was established. Reviews of My Aged Care reveal that amongst the general population awareness of My Aged Care Helpline rose from 14% in 2015 to 24% in 2016. Likewise awareness of the website also rose. However there is likely to be a large proportion of older people who are unaware of the My Aged Care system – and therefore we do not know of the experiences of older people who may have been unable to navigate the system or who were declined access to services.  There aren’t many studies investigating accessibility of care since the implementation of CDC, particularly studies addressing older people’s experiences, perceptions and understanding of the process of starting and getting access to aged care services. Moreover, no studies have addressed older people’s experiences, perceptions and understanding of the process of initiating access to aged care services from the perspective of consumers and non-consumers. Further investigation is required to explore these experiences in order to identify any barriers and enablers to accessing services. The framework by Penchansky and Thomas (Penchansky R, Thomas JW. (1981). The concept of access: Definition and relationship to consumer satisfaction. Med Care 19(2): 127-40) will be used, which focuses on availability, acceptability, accommodation and affordability of services.
