The Case Recently, in response to a Rabies outbreak, the Molravian government has locked down the nation and is wanting to release RABIDSafe, a contract-tracing smartphone application. In her address to the nation, Prime Minister Lepus Pascha said that the current Rabies outbreak was the most serious threat to the nation since the Coyote-Roadrunner wars of the 1960’s. To minimise the spread of the disease, RABIDSafe uses Bluetooth to determine if you are in close contact with any other user of the app. Your app, and the app on the other user’s phone swap anonymised IDs. These are stored encrypted on the phones for 21 days after which they are deleted. If a person tests positive for Rabies, then the ID’s of other users with whom they were in contact within the previous 21 days will be contacted and tested for Rabies. Ms Pascha has gone on the record as saying that if 40% of the population download and install the application, then she, and her government will consider relaxing the current lockdown. 

There have been some expressions of concern about the government having access to its citizens’ data in this way. It is reported that the Molravian government does not have a good record for respecting its citizens’ online privacy in the past, with several scandals involving release of personal income and taxation data.

You have been working as a programmer-analyst at the company that developed the app. You know that the parts of the application you developed were coded well and tested very thoroughly. There are some other parts of the application where you think security might be an issue. You are project managing the RABIDSafe app development. You are hoping that it will be finished soon because you really want to leave Molravia and return to Australia, but your contract is such that once the app is released, you will receive a bonus of several million Molravian Capers (unit of currency). You are concerned about some of the deals that were done for the company to win the contract for RABIDSafe, and think that many of the app developers do not have the skills to be able to develop a safe, secure and working app. However, the app development is sticking to the project timeline, and the internal testing results you have seen have been positive. You remain unconvinced, and would like to get an outside consultancy to test the app. This will result in increased development costs, and delay in the release date. What will you do? 

Person 03: Michaela (CEO) 

You are the Chief Executive Officer (CEO) of the app development company. You have been told by your cousin, who is the Prime Minister’s bodyguard, that the app must be released on time regardless of whether or not it works. This is an election year, and in order to maintain a lead in the polls and increase the chance of re-election, the government must be seen to be doing something positive. If the app is not released on time, it is possible the company will be fined, and that file will be large enough to put the company out of business and all of the employees out of work. What will you do?
