As Covid-19 vaccinations are rolled out, one challenge that arises is how to deal with people who have not been vaccinated. In essence, we need to ensure that those who are not vaccinated continue to follow Covid-19 related restrictions (e.g. wearing masks in certain situations, maintaining physical distancing in certain situations, and avoiding large gatherings of people such as concerts and sporting events). However, these restrictions do not apply to people who have been vaccinated1. Since vaccination is voluntary, and there are people who have a range of (valid) reasons to decline vaccination, this situation needs to be handled.
A challenge that the police and health authorities face is being able to quickly identify whether a person they see who is not following Covid-19 restrictions has been vaccinated or not. If they have been vaccinated, then no action is required, but if not, then they need to intervene with a warning or fine.
Your task is to write a short report to explore the ethical, privacy, and security issues that arise in this scenario. You should carry out a search for sources to support your discussion, in addition to the textbook find at least FIVE peer reviewed academic sources (journal articles, books, conference papers), and use them (with reference) in your report. You can use additional sources as well (e.g. newspaper articles), but they will not count towards the five academic sources. Please use APA format (any recent version of APA is fine) for referencing and in text citations.
Your report structure should be laid out as follows:
• Write an introduction that identifies the role that IT will play in assisting police, and indicate the issues and challenges that are raised by the proposal.
• Identify one IT-related ethical challenge that the police faces in moving forward with their proposal.
Use one of the ethical frameworks discussed in the course (e.g. utilitarian approach, fairness approach, rights-based approach) to explain why this is an ethical issue, and outline what the police should do to address this issue.
• Identify one IT-related privacy2 issue relevant to the police and discuss the implications of this issue.
• Discuss one IT-related security issue relevant to the police’s proposal, and ascertain whether this threat is likely to come from inside or outside the organisation, and whether it is deliberate or due to human error. Also, briefly indicate how this security issue should be addressed.
• Reflecting on the types of Information Systems covered in k?wae/module 2, briefly discuss what sort of Information System might be best adapted to support the VaxCard proposal. Briefly explain why.
• In your conclusion, Indicate which of the two proposals you would recommend, and why. This should include a brief discussion of the net benefits to the community, referring back to the issues discussed earlier.
• References (APA style, listing all sources used in the report)
Make sure that each of the example challenges and issues that you discuss are substantially different from each other. E.g. you cannot use the same issue for both IT-related privacy & IT-related ethics.
