Assignment Task

The purpose of a coversheet is to provide a succinct summary of the contents and implications of a submission to be submitted to Cabinet. It provides a Minister with the facility to scan a submission quickly and to understand the fundamentals of the proposal. As a general rule, the coversheet of a submission should not exceed two however.

Minister

Provide the title(s) of the Minister(s). In the case of a joint submission, the titles of all Ministers involved must be shown. In a cabinet submission, if a Minister's title is included in the Cover Sheet and body, that Minister must also sign the submission to verify they have approved the content. In your assignment you can leave this section blank as the ministerial portfolios vary enormously in every jurisdiction.

Objective(s)

A summary of the objective(s) of the Cabinet submission is required. This summary should succinctly state what Ministers are being asked to consider or decide. Do not list the recommendations. The objective is repeated in the body of the submission.

For a Policy Memorandum, such as the one you are preparing, the objective should clearly outline that Cabinet's direction is sought as to the preferred policy option from the options given. In other words, you don’t tell them the preferred option, you ask them to indicate which option they prefer.

Summary

Include a summary of key issues, financial implications and consideration of regulatory best practice principles, and indicate urgency if necessary. This section will provide a concise overview or executive summary of the contents of the submission

Options

This is the section where you place most of the information from your research and the arguments for and against your recommendations. Note that the next section discusses consultation. You don’t repeat all of that information, but you need to summarise it when relevant to your argument and you should have responses to the concerns raised by stakeholders.

Results of Consultation

Spell out who you consulted with and why providing a summary of the Stakeholder Engagement template, including the findings of your consultation. Provide a statement of who agreed or disagreed with the recommendation provided in the previous section and their reasoning.
