CLIENT PROJECT BRIEF (KB7035)
 
As part of the plans to regenerate the area close to Manors Metro station, where most of the offices now lie empty, the Newcastle City Council has granted planning approval (2018/0440/01/DET) to demolish the empty Technopole office block at Newcastle’s Kings Manor Business Park (approximate grid reference Easting 425342 and Northing 564448) to pave way for new student housing buildings. 
 
The proposed development consists of the erection of a student accommodation comprising 533 bedrooms in a total of 160 apartments on a 0.325 ha site. The development will comprise a mix of 8 – 12 storeys spread over two buildings. 
 
Each building will have its own direct access through entrance doors. A management suite will be located on the northern corner of Trafalgar Street, providing 24-hour on-site supervision and security. 
 
The following mix of accommodation is proposed: 
1. Studios (four accessible)
2. Two-bedroom apartments 
3. Three-bedroom apartments
4. Four bedroom accessible apartments 
5. Five bedroom apartments 
6. Six Bedroom apartments 
 
Vehicular access for service vehicles will be from Trafalgar Street. A refuse store will be located in each block. 62 cycle spaces are to be provided within a purpose-built store, located in the central courtyard. 6 visitor cycle spaces will be positioned outside the main building. No car parking spaces are to be provided. 

Communal space will be located in each block, spread over two floors, and is anticipated to include: (KB7035)

2. Gym; 
3. Dining Room; 
4. Games Room; and 
5. Cinema Room. 
 
Following planning approval in principle being granted to the agent, Newcastle developers Adderstone, the scheme’s new owner, IQ Student Accommodation, who are developers, are keen to raze the existing building to the ground and replace it with the facilities described in this ambitious student accommodation scheme. 
 
At present, IQ Student Accommodation has employed an in-house client’s project manager to serve as their liaison officer, supported by a small internal team, none of whose members have any technical construction expertise. IQ Student Accommodation is therefore now considering procuring the following to move the project forward: 
• A project management consultant. 
• Other necessary key consultants to assist in getting the project off the ground. 
• Construction contractor(s) and such other specialists as are necessary to carry out the various elements of construction work. 
• The scheme design, while sufficiently complete to obtain the necessary approvals, is not fully complete and some detailed design work remains outstanding. The client is undecided as to whether it should retain the original architects, Ryder Architecture, to complete the outstanding design or whether this work would be better carried out under a different arrangement. 
• The client is also unsure as to what another key consultant it needs to assist in securing a completed and fully rented student residence when the premises open in September 2022. 
 
Following a competitive tender process, your practice has been appointed as procurement specialists to assist with the procurement of the various works and services required on this project. The client is eager to maximise return on investment by keeping construction costs down but without compromising the high spec that has now come to be expected in student accommodation. The client also wants to ensure the scheme opens on time to avoid a tarnished reputation and loss of profit experienced on a similar student residence scheme in Manchester, where they had to postpone opening by one academic year. 
 
Based on the client project brief above, and the associated project documentation (publicly available on the Newcastle City Council Planning section, Planning Application Ref:- 2018/0440/01/DET), prepare a detailed procurement plan providing a ‘road map’ for the client, demonstrating how you propose the client should procure each of the works and services, how the client can ensure that the scheme is completed within budget and on time, how the client will be involved at each stage of the process, and other specific consultants and project participants you propose they should procure and their primary roles in the process. Due consideration should be given to the most suitable procurement arrangement, the main contract, tendering arrangements and the mechanism for pricing and payment for the project.
