UTS are considering a retrofit of their property and to add some additional floors to the old Library (Building 5A) in Quay St, Haymarket, Sydney. 

UTS are unsure what the highest and best use of the property might be and would like some advice on this from you. Some ideas include new teaching facilities and/or accommodation. You are advised to check the planning permissions for the site in respect of land uses permitted. 

They are unsure about the type and extent of suitable sustainability and resilience measures they should be integrating into the redevelopment. Their intention is to ‘develop and hold’ the development upon completion. 

Part of the building has heritage listing – to the former warehouse facades and this needs to be taken into account. 

They are proposing to commence retrofit works in late 2021 and they are seeking your professional advice with regards to the optimum sustainability measures in this development. You are to take a cradle to grave approach to the whole life cycle of the proposed development and should consider works in the short, medium and long term. 

You are to work within the planning and regulatory constraints affecting property development in the city. This assignment builds on the information discussed throughout the lecture series. 

Given the COVID 19 circumstances the plan to attend the site on Friday 1st May is not possible. Therefore, you will have to base your ‘preliminary group written presentation’ on limited documentary information provided by UTS and accessing google maps. 

I have heard that UTS are considering repurposing (adaptive reuse) the Old Library as a Centre for Indigenous Education with accommodation - so I would like you to evaluate sustainable retrofit for this land use. Accommodation would be for 90 students.
