The scanner will have to work as follows: 

1) Go to the 4x4 matrix keypad datasheet, in Figure 1 (Page 2). You will see that 1-4 are the columns and 5-8 are the rows. Also, check the schematic below for more details. 

2) You will connect these to the pins of one of the GPIO ports on DE1-SoC. Of course, you will have to use the Pin Planner of Quartus (as you already know). 

3) Choose if you are going to use columns as input or as output (eg. if you pick columns as output then rows will be your input). This means that your entity will have ports of type std_logic_vector for your rows and columns (you will choose the direction between them). 

4) You will have to use a clock. If you create a test bench to simulate your code then the clock will need to be generated by you. Otherwise, we will use one of the clocks of the board anyway. 

5) Let’s assume you use columns as output with an initial value of the column std_logic_vector being 0001. Your code should be able to to shift this value by 1 (eg. 0001→0010...etc) in each clock pulse. Basically, a Ring Counter. Because of the frequency of the clock, this will happen really fast! 

6) When you press a button, a short circuit is created. When voltage is applied eg. on column 4 (ie. C4 in the figure below is activated) and we press button 4 then our GPIO pin connected with Row 3 should be able to detect input ‘1’. In this way, you should be able to detect which button is pressed each time. Obviously your entity will need another port to output a value that corresponds to the button pressed (which can later be used to create the digit on the seven segment display).
