Context
A LIS to support activities of a local Land Rights Office . Towns in Namibia continue to experience a growth of informal settlements. By 2003, the Ministry of Lands, Resettlement and Rehabilitation has estimated that Windhoek alone had 26% of its population living in informal settlements and was estimated that by 2011, it would account for 32% of its population. One of the main reasons for this phenomenon is the slow and cumbersome pace at which townships and residential plots are delivered in urban areas. This could be a consequence of cumbersome planning procedures coupled with a lack of up-to-date information about rural-urban migration leading to ad hoc solutions. To address this, the Flexible Land Tenure Act, Act No. 2012 was passed. The main objectives of the act are:
The following information must be recorded in the starter title register:
The following information must be recorded in the land hold title register
Establishing localized computerized Land Information Systems at the property rights office (PRO) can contribute to better decision-making in the land delivery process. Parcel-oriented LIS can be implemented as a geospatial database using appropriate technologies.
Assignment Task
In this Assignment, you are required to design and implement a simple parcel-based LIS in a geospatial database that can be used to register upgradable land rights according to the FLTS in a specific town assigned to your group. Your LIS must include the following datasets:
Assignment Implementation
To implement this Assignment task, you need to:
Perform a user needs analysis to identify the information you will need (include the user needs analysis process in your report).
Identify, collect, and explore the datasets that you will
Digitize at least thirty
Populate at least seven attributes based on the CLIP enumeration form (this document will be attached with the assignment description).
Perform at least three spatial queries that are relevant to informal settlement
Populate the database and enter the parcel data, other topological data, and the raster image of your study area (either by importing, encoding or conversion).
Create a map depicting the results of a spatial query, including a backdrop raster
Create a map of the digitized shacks with a spatial query.
Create a web map of the digitized parcels and other geographic data.
Identify and map amenities (schools, clinics, shops, police stations ) near the informal settlement.
