Good afternoon Secretary General and my fellow delegates. As the Head of State of Guatemala, I understand that the issues in Ruritania, significantly challenge international security guaranteed under Article 1 and 2 of the UN Charter.  I will be voting in favour of decisions which safeguard human rights in Ruritania and also consider the impact that these decisions may have on the government's efforts to restore peace. Today we are here to discuss the aggravating issues in Ruritania. It is a great concern to our people, and we are sure that it is a great concern to the entire world. We are here to discuss the various issues that are threatening the internal peace in Ruritania and to help provide a practical solution to achieving peace.

Arms Embargo:
Imposing an Arms Embargo on the country of Ruritania would weaken the country to foreign invasion. There are reports that the neighbouring countries of Ruritania, are using this opportunity to support their own armed militia groups, moving across the borders and attacking the Government forces in a grab for disputed territory. These military equipment are also essential to maintain peace and order within the country. And Arms are also required for protection and evacuation of the citizens in times of a foreign invasion. Also, we have seen, in the past, such a military sanction against a particular Country increased its reliance on a nuclear option, both because the sanctions cut off their access to U.S. weaponry and it weakened their confidence in American reliability. 

Travel Ban/ Assets Freeze:
Subjecting any Country to an Assets freeze will cause them to act rash and take some extreme measures which will then affect the general population. Also, gathering the necessary knowledge about assets, and then moving quickly enough to freeze them, can often prove impossible. The burden of implementation falls on the member states. If we decide to go through with it, we must ensure that no funds, financial assets or economic resources of any kind are available to them, which includes, the funds that derive from property that they own or control, directly or indirectly, or that are owned or controlled by persons acting on their behalf of them, or at their direction. And this is not something that can be done easily without making sure that the general population is not indirectly affected.  And if we do freeze the assets of the militia or the government, it will cause them to act hastily and then worsen the conditions in Ruritania.

Diamonds Exports/ Oil Exports:
Economic Sanctions are not always ineffective at reaching their established objectives. They sometimes fail to affect their intended targets and unjustly affect the innocent.  Sanctions on Oil and Diamonds will undercut Ruritania’s foreign currency earnings, weakening their currency further and stoking more inflation. And it will not be easy to find a way to tame inflation. These sanctions take aim not only at Ruritania’s oil exports but also at international shipping companies, banks, insurers and port operators doing business with Ruritania. The Ruritanian government receives most of its revenue from Oil and Diamond exports. The Oil sector alone is worth 23% of its GDP. And the government uses this revenue for building schools and hospitals, thus ensuring education to the children and medical care to those who need it. And restricting their revenue would not lead to any form of development or revolution, but would lead to growth in poverty and misery. We saw that Oil Sanctions on Iraq did really not work as intended. Besides, it is not easy to isolate, the non-governmental or rebel groups economically. They are not vulnerable to normal trade sanctions, because they are not engaged in normal trade. They often use the "black" markets, so economic sanctions would be useless. Sanctions alone cannot restore peace in Ruritania. Sanctions are not the only means available, nor are they necessarily the best solution available.

Sanctions Committee:
These Sanctions will lead to some human rights violations, and then create an obligation on us, as the imposing states, to take measures to repair the harm these Sanctions have caused. Damaging The country’s economy with sanctions will lead to violations of the rights of ordinary people. Guatemala does not have confidence in the effectiveness of a Sanctions committee. So I believe forming a Sanctions Committee will be pointless and will do very little to help the country of Ruritania.
Guatemala believes that the Country of Ruritania does not need any kind of foreign intervention. Our intervention will only compromise Ruritania’s Sovereign interests. And we all must understand that our primary objective must be to safeguard the Human Rights of the citizens of the State and not to over-power a country and make it submit to the Political interests of the Powerful States.
