DTC evaluated the deal including profit to $2M (million) but decided to quote $1.8M to build the required train sets. DTC won the bidding and set about building the train sets.

Five (5) months’ later the government loses an election, and a political reshuffle occurs. This leads to a new Territory Government, and new people, being put into place (Liberals). The new minister had promised the electorate to re-open the transport issue.

Thus, the minister has contacted DTC and advised them that the new government was intending to switch over the bus option and no longer required the trains.
