Introduction and Justification
The Madinah Urban Observatory (MUO) will serve a better coordination of all government agencies, private sectors and other stakeholders in the development and implementation of their respective programs. The Madinah Urban Observatory (MUO) is the interface between all stakeholders, particularly policy-makers and technicians. Partners play an important role in defining the MUO’s strategic direction and the different activities it undertakes. Based on their own experience, they define the priority areas that are most relevant to policy-makers in the Madinah region and the KSA. These priorities are then translated into an overall development plan and broken down into annual work plans. The core management team and the wider staff of the MUO take these work plans forward with the help and support of national and international networks of experts.
Key components for the establishment of the Madinah Urban Observatory
Three components are fundamental for the success of the establishment the Madinah Urban Observatory A) Governance, B) Cooperation and C) Operation as illustrated in the framework.
The Governance Model sets the organization structural of the Madinah Urban Observatory with the mission, vision as well the goals and outcomes.
The Cooperation Model set numerous mechanisms of collaboration between the multiple stakeholders that will be involved in the development and use of Madinah Urban Observatory
The Operation Model will consist of the implementation of activities of the Madinah Urban Observatory.
Task 1: Design and Establishment of the Madinah Urban Observatory (MUO)
The outputs of this task determine the form, nature and the different operational frameworks of the MUO. This task will consist of:
Define the MUO vision
Identify the technical and institutional frameworks of the MUO
Identify beneficiaries and interested partners of the MUO.
Define the MUO strategic objectives and goals.
Define the MUO operational framework.
Define the MUO technical framework
Task 2: Madinah Urban Observatory Governance
The governance structure and mechanism for the MUO operation according to the following:
Setting out governance structure for the MUO that combines criteria and controls for data collection and analysis and authorizations, including authorizations to data users and owners, and the roles required from the various agencies
Administer policies linked to the indicators packages and the aspects of spatial and social polices…etc.
Task 3: Stakeholders Consultations and Engagement
Because Stakeholders affect and are affected by data-related decisions, they usually have expectations that must be addressed by the MUO Governance program. Some will expect to be included in some kinds of data-related decisions. Some will be expected to be consulted before decisions are formalized, and others will be satisfied to be informed of decisions after they are made. Often, a subset of executive stakeholders will be take part of the MUO governance to provide oversight to the program, issue policies, and resolve issues. A wide range of stakeholders have been involved in the design of different development programs in the Madinah Regional as well as in the Kingdom of Saudi Arabia and must continue to be leveraged for support during the design and establishment of the Madinah Urban Observatory. These stakeholders are from various sectors and institutions such as: the regional government, the central government, local authorities, civil society, woman associations, youth organizations, vulnerable group, indigenous, the media, training and research institutions, the international institutions, and other relevant groups.
Task 4: Assigning Qualified Working Team, Operating MUO and Ensuring Sustainability
Set up an ergonomic workplace environment and assign the permanent team, supported by short term experts and the assistant technical staff to undertake operation of the MUO at MDA headquarter; provide technical support and advisory services for the establishment and operation of MUO across other governorates and cities:
Task 5: Definition of the MUO Indicators Packages
The objective of this task is to define the packages of indicators at the regional level and city/governorate levels. This task includes:
Definition of the list of indicators relevant at the regional level with respect to international references
Production of the metadata of each indicator including: rationale, definition, method of measurement and data collection, period of reference, timing of production, limitation, etc.
Indicate the level of relevance of the indicators locally, SDGs, New Urban Agenda, WCCD, smart city, etc.
Task 6: Establishment Urban Indicators Database and data Bank
Prerequisites for the MUO to be successfully implemented are: a) establishment of a central database with a spatial dimension, and the creation of an urban indicators databank.
6.1 Establishment of Spatial Database
Revision and processing of spatial data, descriptive / statistical information, along with their storage models available at the relevant departments so as to ensure they conform with the MDA spatial data criteria and models.
Integration of indicators available at the governorate/city level to the regional level
Standardization of computer applications, programs and criteria to enable comparing the indicators values among multipule geographical areas.
Developing a suitable coordination mechanism with sectoral information and statistics service providers to obtain data within an agreed upon time frame, in addition to developing interagency normative criteria for information, its models and formats.
Promoting data identity and incorporating it into the database.
6.2 Establishing Urban Indicators Databank
The Establishment of the Urban Indicators Databank will include:
Review urban indicators of the former Madinah Urban Observatory that has received the scroll of honor of UN-Habitat in 2009
Review of the Sustainable Development Goals (SDGs) indicators, particularly SDG11
Review of the WCCD indicators
Review New Urban Agenda Indicators
Review of Smart City Indicators
Review of City Prosperity Indicators (CPI)
Review of Quality of life indicators
Review of Humanized Cities indicators
Link to the National Urban Observatory indicators in MOMRA
Review and document both Arab and global experience,
Visit selected cities with good practices in establishing and operating urban observatories for monitoring and policy formulation
6.3 Data Collection
Data collection will include both secondary and primary sources
a. Secondary sources
Secondary sources will include information extracted for administrative report and other institutional reports (private or public)
Social and demographic characteristics
Economic characteristics
Social infrastructure (Education, health, etc.)
Housing infrastructure: housing structure, housing stock, dwelling units characteristics, and distribution, etc.
Transport and traffic.
Public utilities such as water, sanitary drainage, electricity, telephone…etc.
Urban land uses.
Environmental characteristics.
Any other relevant informaton
b. Primary sources
Primary sources will include:
Conduct surveys at the household and population levels (questionnaires, sampling, data processing, etc.)

Public Opinion polls
6.4 Data Analysis

Production of reports relevant for monitoring and urban policies
Task 7: Establishing a Comprehensive and Integrated Information System
This task will consist of the establishment of a comprehensive, central technical infrastructure platform to support the MUO. The information system will have a central spatial dimension to be hosted at the MUO unit under the supervision of the MUO Director.
The system will be based on the construction of sub and central geographical databases and a group of different applications to support, in various ways, performing the routine tasks for the relevant observatory stakeholders, where each of them is allocated a part of the database accessible to relevant users through access control entries including managed permissions or specific applications.
The system will allow for automated and semi-automated safe flow of spatial and related data from the relevant agencies toward MUO central database through automation of a set of procedures aiming at controlling data quality, such as developing special monitors for each agency concerned with the data, where data validation procedures, if they meet the required standards, can be downloaded in certain electronic formats into the central geographic database, in addition to secure data storage and retrieval in cloud computing.
7.1 Designing and Developing Spatial Applications
This task includes the design and development of different applications that make use of spatial knowledge through GIS over the internet, Wi-Fi and cellphone technologies, and are accessible to MUO staff and its partners according to each prerogatives.
Central Data Dashboard of Urban Indicators

Task 8: Capacity Development, Dissemination and Advocacy
This task will include:
Implementation of an integrated capacity building program including: organization of workshops at the regional level and international level
Development of a dashboard
Development of e-portal
International conferences
